Infill Review Project: Shaping Saskatoon’s Neighbourhoods
The City of Saskatoon is currently reviewing its infill housing policies to ensure that new developments are compatible within existing neighbourhoods while also meeting the community’s housing needs. This project is part of the City’s Housing Action Plan and coincides with recent Zoning Bylaw changes that allow up to four dwelling units on a site citywide.
To conduct a thorough review, we have engaged an experienced consulting team specializing in housing policy and development.
What is Infill Development?
Infill development refers to building new homes within established neighbourhoods. Saskatoon’s current infill regulations are for primary dwellings (one-unit, two-unit, semi-detached and multiple unit dwellings containing up to four units), ensuring that new builds:
- Maintain compatibility with surrounding homes in height, setbacks, and massing
- Enhance pedestrian-friendly streets with well-placed entrances and setbacks
Additionally, the City has developed infill guidelines to support well-designed infill projects. While these are not mandatory, they offer helpful direction for homeowners and builders.
What’s Included in the Review?
We are reviewing infill regulations in the Zoning Bylaw 9990 and examining:
- Building Height - Current maximum height for primary dwellings in established neighbourhoods is 8.5m
- Sidewall Regulations - Massing of primary dwellings
- Front Door Sill Height – Guidelines for Category 1 neighbourhoods
- Yard Setbacks – Ensuring balance between density and green space
- Subdivision Standards – Reviewing the 60% rule in Category 2 neighbourhoods
- Gable End Clarifications – Addressing a City Council motion from May 2022
