Reporting an Animal at Large
The Saskatoon Animal Control Agency (SACA) is responsible for enforcing the Animal Control Bylaw. If you have concerns an Animal Control Officer can assist you.
How to Report a Dog at Large
If you are concerned about a dog off-leash outside of their owner's property or designated off-leash area, you are encouraged to contact SACA at 306-385-7387 and report the matter. Once the matter has been reported, an available Animal Control Officer will investigate the violation and if the off-leash activity is witnessed, the pet owner can be issued a ticket.
If the Animal Control Officer is not able to witness the violation, a witness report form will need to be completed. This form gathers details including:
- video or photos for evidentiary purposes
- details regarding the dog
- details regarding the owner's vehicle and license plate
- details regarding the owner
- address or location
The more details that can be provided the better. If there is sufficient evidence, the Animal Control Officer can issue a warning or a ticket to the pet owner. If the pet owner is ticketed, the witness may be required to appear in court should the violation be challenged by the pet owner.

How to Report a Cat at Large
If you are concerned about a cat off-leash outside of their owner's property, you are encouraged to contact the Saskatoon Animal Control Agency (SACA) at 306-385-7387 and report the matter. Once the matter has been reported, additional steps may be required on your behalf. If you know the owner of the cat, compile information regarding the cat owner so a witness report can be completed and an available Animal Control Officer can investigate the violation if sufficient information is provided.

- details regarding the cat
- details regarding the owner
- address or location
- video or photos for evidentiary purposes
The more details that can be provided the better. If there is sufficient evidence, the Animal Control Officer can issue a warning or a ticket to the cat's owner. If the cat's owner is ticketed, the witness may be required to appear in court should the violation be challenged by the owner.
If the cat's owner is unknown and the cat is at large, the cat will need to be confined and then a pickup can be requested by calling SACA. If the cat cannot be contained by hand, contact SACA for information regarding obtaining a cat trap. Contact SACA immediately if the cat appears to be injured or aggressive.
