Taxis
Taxis, taxi brokerages, and taxi drivers are licensed by the City of Saskatoon and regulated under Bylaw No. 9651, the Vehicles for Hire Bylaw, 2019.
Taxis are required to:
- be equipped with the proper equipment and taxi vehicle markings (such as taxi brokerage affiliation);
- display a City of Saskatoon licence decal and the applicable taxi fares.
The taxi fare is calculated by a taximeter, based on distance and time traveled, when engaged. General taxi fares are:
- $4.75 for the first 125 metres;
- $0.25 for each additional 110 metres;
- $0.25 for every 35 seconds of time, calculated cumulatively, but when the taxi is fully stopped.
When a van taxi is carrying five or more passengers, or more luggage than can be carried by a sedan, the taxi fare is 1.5 times the amount shown on the taximeter.
Some taxis are equipped to provide wheelchair accessible service and can be requested through the taxi brokerage. Wheelchair accessible taxis must prioritize customers that require wheelchair accessible service.
At the Saskatoon Airport, passengers have the option to choose between the taximeter rate or a flat rate based on a zone flat rate map. A Saskatoon Airport Authority Commercial Curb Fee is included in the total fare of a metered trip and is also built into the flat rates. The flat rates are set through an agreement between taxi brokerages and the Saskatoon Airport Authority.

Transportation Network Companies
Transportation Network Companies (TNCs) are regulated by the City of Saskatoon under the Bylaw No. 9651, the Vehicles for Hire Bylaw, 2019, and the Province of Saskatchewan.

Using a TNC
TNC vehicles are dispatched through a transportation network, such as an app maintained by the TNC. Trips cannot be requested through a street hail (flagging down a vehicle on the street) or from a taxi stand.
TNCs are required to provide an estimate of the total fare for the trip. The minimum fare shall be at least $4.75 and must include the following at the time the trip is requested:
- the applicable rate being charged for the trip;
- any variable or surge pricing for the trip; and
- an estimate of the total fare for the trip.

TNC Licensing
Every business that operates in Saskatoon requires a business licence. Businesses that have locations in Saskatoon are required to obtain either a Commercial Business Licence or a Home Based Business Licence. Applications can be made online. Businesses that do not maintain a location in Saskatoon are required to obtain a Non-Resident Business Licence.
In addition, any business operating as a TNC in Saskatoon is required to obtain a Transportation Network Company Licence. The licensing fee structure is a flat annual fee based on the number of vehicles in the fleet, as well as a monthly fee of $0.20 per trip conducted by the TNC. A surcharge of $0.07 per trip must also be remitted monthly. The purpose of this surcharge is to support the provision of wheelchair accessible taxi service.

If you are going to increase your fleet size, the increased number of vehicles will put you in a new annual licence category, you must obtain the corresponding licence for the increased number of vehicles before adding the new vehicles. The licence is valid for one year, with a new one-year term starting whenever upgrading to a higher value licence.
