Ringing in the New Year with fireworks
December 30, 2024 - 2:00pm
- Carefully read and follow the manufacturer instructions.
- Exercise increased caution when handling and discharging any type of firework.
- Choose your location wisely. Fireworks can only be discharged on private property.
- Familiarize yourself with the space requirements for the type of firework being discharged. Requirements vary depending on the firework type.
- Ensure your location is free of overhead obstructions, is clear side-to-side and is a safe distance from combustible materials.
- Ensure that it is not windy and that all spectators are safely located to observe the display.
- Be sure to properly stabilize the firework according to manufacturer direction.
- Other than sparklers, never light or hold a lit firework in your hand.
- Always light the fuse at its tip.
- Never try to relight or fix the fuse on fireworks that did not go off.
- Have a supply of water available and use it to extinguish debris or smouldering embers before they cause injuries, property damage and/or fires.
- Keep in mind that you are solely responsible for any debris that may land on spectators or another’s property.
The Saskatoon Fire Department would like to remind residents and visitors of safe practices for purchasing, enjoying and disposing of fireworks. This New Year’s Eve, Tuesday, December 31, low-hazard fireworks can be discharged on private property between dusk on New Year’s Eve and 12:15 a.m. on New Year’s Day.
Low-hazard fireworks are designed for public recreational use. These fireworks travel less than 50m (160ft) high and include items such as roman candles, sparklers, fountains, wheels, volcanoes, mines and snakes.
High-hazard fireworks are designed for professionals and can only be purchased by persons holding a valid Fireworks Supervisor – Level I or Level II card issued by Natural Resources Canada.

Ride the bus for free on New Year’s Eve

Saskatoon Transit and SGI have again partnered to offer free evening bus service on New Year’s Eve.
Free fare service will be available on Tuesday, December 31, from 7 p.m. to 3 a.m. on January 1; times vary slightly by route. Registered Access Transit customers can also reserve free service until 2:30 a.m. SGI partners with local transportation agencies in Regina, Moose Jaw, Prince Albert, and Saskatoon to help minimize the occurrence of driving while under the influence.
Everyone is encouraged to think about using a variety of transportation modes on busy nights like New Year’s Eve. Plan your trip before heading out using the real-time mobile app Transit App or Google Maps Transit. Multi-modal options are available to seamlessly integrate trips with Riide or Uber with Transit+. By combining transportation modes wait times and costs can be minimized.

Holiday Pay Parking Reminder
December 23, 2024 - 10:30am
- Customers are responsible for entering the correct licence plate information when paying for parking at a Flex Parking station or when using the ParkedIn app.
- Parking time limits vary by location. Watch for signs wherever you are parking.
- If you have reached the posted time limit but need more time in the area, move your vehicle around the corner or across the street.
- Balances on a parking purchase can be carried forward to another parking space in a new location.
- Additional parking time can be purchased, but only up to the maximum allowable time posted.
Residents are reminded the City’s pay parking stations will require payment on Boxing Day, Thursday, December 26, 2024, as well as New Years Eve, Tuesday, December 31, 2024.
Payment will not be required on Christmas Day, Wednesday, December 25, 2024, and New Year’s Day, Wednesday, January 1, 2025.
Public parking in the Downtown, Broadway, Riversdale, River Landing and Sutherland areas, as well as streets adjacent to St. Paul’s and Saskatoon City Hospitals are metered from 9 a.m. to 6 p.m., Monday to Saturday. Payment is not required outside these hours, on Sundays or on statutory holidays (New Year’s Day, Family Day, Good Friday, Victoria Day, Canada Day, Saskatchewan Day, Labour Day, Thanksgiving Day, Remembrance Day and Christmas Day).

Recreational pond use – ice thickness testing complete

The Saskatoon Fire Department has completed ice thickness testing at storm water retention ponds around the City. The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational use. All recreational ponds have surpassed the minimum required thickness. Signage has been updated accordingly at each pond.
Residents are reminded to check the posted signage each time they consider using the pond. If the sign displays a green “Skating Permitted” icon, the ice has been confirmed safe to use. Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including shoveling, flooding, as well as user safety.
Only select storm water ponds are designated for recreational use. Please visit saskatoon.ca/ponds for a list of ponds permitting winter recreational use.

Registration still available for winter leisure programs

Despite the cold weather, the City of Saskatoon Leisure Centres offer a wide range of activities for a winter escape. From swimming lessons and preschool and youth recreation programs to adult fitness and specialized wellness programs, there is something to keep the whole family active this winter.
Registration for Winter 2025 programs opened at the beginning of December 2024 and there is still room to register in many programs of your choice. Find your fit!
Life Saving Society Swim Lessons – With classes available for babies to adults, there are many class options for you and your family’s busy life. Choose from weekday, weekend and evening sessions.
Multi-Level Swim Lessons for Families – Available at Lawson Civic Centre for families with multiple children wanting swim lessons at the same time. When registering, tell us the swim levels your children are in and we will ensure they all receive instruction during the same time. Register by calling Lawson Civic Centre at 306-975-7873 (not available through Leisure Online).
Private Swim Lessons – Available at Lakewood Civic Centre, Lawson Civic Centre and the Shaw Centre. If individualized instruction appeals to you, these sessions are an excellent way to get to the next level of development.
Lil’ & Mini Movers Programs – These new programs are revamped versions of the beloved Teddy Bears Picnic and offer a fun and energetic environment for preschool children to run, hop, throw and roll. The Mini Movers and Lil’ Movers programs are instructor-led classes designed to help children develop fundamental movement skills while burning off some energy. They are offered at Lakewood Civic Centre, Lawson Civic Centre, and Shaw Centre.

Adjusted Civic Services & Holiday Hours for Christmas Day, Boxing Day and New Year’s Day

- City Hall will be closed on Christmas Day, Wednesday, December 25, and Boxing Day, Thursday, December 26, and will reopen on Friday, December 27, at 8 a.m.
- City Hall will be closed on New Year’s Day, Wednesday, January 1, and will reopen on Thursday, January 2, at 8 a.m.
- Remai Modern will be closed on Christmas Day, Wednesday, December 25, and Boxing Day, Thursday, December 26, and will reopen on Friday, December 27, at 10 a.m.
- Remai Modern will be closed on New Year’s Day, Wednesday, January 1, and will reopen on Thursday, January 2, at 10 a.m.
- All Saskatoon Public Library (SPL) locations will close at 5 p.m. on Tuesday, December 24. All locations will also be closed on Christmas Day, Wednesday, December 25, and reopen with regular operating hours on Thursday, December 26.
- All SPL locations will close at 5 p.m. on Tuesday, December 31. All locations will be closed on New Year’s Day, Wednesday, January 1, and reopen with regular operating hours on Thursday, January 2.

2025 Saskatoon Light & Power Electrical Rates
Effective January 1, 2025, Saskatoon Light & Power (SL&P) customers will see an increase in the Carbon Charge rate on their utility bills. For residential customers, the increase will vary depending on their electrical consumption but will amount to 1.65% on average. This is a result of the Carbon Tax on emissions from electricity generation, which was established in 2019 and has increased annually. The Carbon Charge rate is applied on a kilowatt-hour (kWh) basis. All SL&P fees and rates can be found at saskatoon.ca/ElectricalRates.
The City has historically set its rates to match those established by SaskPower. This is to ensure there are no inequities between utility customers regardless of whether their property is within the SL&P or SaskPower franchise area.
Water and Wastewater
In 2025, water and wastewater rates will increase by an average rate of 5.4%.
Property Taxes
Current Property Tax: For property tax levied in the current year that remains outstanding beyond the June 30 payment deadline, the penalty remains at 1.75% per month.
Property Tax in Arrears: For Property Tax Arrears, where a property tax balance remains outstanding beyond December 31 of the year the property tax was levied in, the penalty remains at 2.25% per month.

City crews and winter equipment ready for more snowfall
December 18, 2024 - 12:00pm
Environment and Climate Change Canada is calling for heavy snowfall and blowing snow starting around noon, with 5-10 cm expected in Saskatoon, along with freezing temperatures. Blowing snow and fresh accumulation may reduce visibility and make driving conditions more challenging.
City crews are prepared to respond and will focus on keeping roads safe. 12 graders and eight plows will be available to clear streets, and 15 sander units will begin de-icing treatments on priority streets, starting with Circle Drive and expressways. Crews will continue working as long as the snow persists to manage road conditions. Additional contractor resources will be brought in once snow begins to accumulate above 5 cm.
Drivers are reminded that snow and freezing temperatures can make roads slick and unpredictable. Stay safe by adjusting to winter driving conditions: slow down, leave extra room between vehicles and plan for delays.
If you see snow-clearing equipment with blue and amber flashing lights, give them space to work effectively.

Residential street grading complete
December 13, 2024 - 1:30pm
City crews and contractors have completed residential street grading in every neighbourhood in Saskatoon.
Graders will return to streets that were missed or skipped due to limited access, such as those with parked cars, as well as back lanes and industrial areas. Temporary parking restrictions will be in place when crews return to finish the work, if needed. This work is expected to be completed by early next week.
Priority street snow removal, aimed at improving storage space and sightlines on high-traffic streets, restarted Thursday night and is expected to continue until the priority street network is complete.
Crews are also continuing to inspect, salt and sand priority streets, as well as local streets, based on reports of icy conditions. If another snow event occurs, resources will be redirected to respond.
All three City-run snow storage sites are currently active and will remain operational as long as conditions permit.

Significant rise in Saskatoon homelessness: 2024 Point in Time count shows

The 2024 Point-in-Time Count has identified 1,499 individuals in Saskatoon experiencing homelessness. The count offers a “snapshot” of individuals and families residing in emergency shelters, transitional housing, unsheltered locations including encampments, systems, and experiencing hidden homelessness.
“The results of this count represent the minimum number of individuals experiencing unsheltered and sheltered homelessness in Saskatoon,” says Lesley Anderson, Director of Planning and Development. “These numbers and demographics will improve our understanding of the needs and circumstances of the people who are affected by homelessness in our community.”
The City of Saskatoon, in partnership with the Saskatoon Housing Initiatives Partnership (SHIP), the Reaching Home Community Entity in Saskatoon, and the Community-University Institute for Social Research (CUISR) at the University of Saskatchewan, along with numerous community organizations and well over 200 volunteers conducted a Point-in-Time (PiT) Homelessness Count on October 8, 2024.
“SHIP believes that we need to continue to work as a community to reduce the number of homeless people,” says Robert LaFontaine, SHIP Executive Director. “The PiT count effectively sets the work we need to do going forward.”
The 2024 homelessness count has increased nearly three times in the overall number compared to the last count conducted in 2022. While some of this increase reflects the recognition of new categories, numerous other factors have contributed to this significant rise. By reporting these updated figures, we align our efforts with those of other municipalities across the country, promoting consistency and collaboration in addressing homelessness on a national scale.
Further data collected from the PiT Count surveys will be released in early 2025 when we launch the Saskatoon PiT Community Report. Volunteers, media, survey participants and local agencies are welcome to attend. Further information will be available in the New Year.

Recreational pond use – ice thickness testing in progress

The Saskatoon Fire Department (SFD) is currently testing and monitoring ice thickness at storm water retention ponds around the city to verify their safety and integrity for recreational use.
The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational activities such as skating, broomball and hockey. Signage posted at each pond will indicate whether the pond is safe for recreational use. When the ice thickness reaches a minimum of eight inches and is considered safe, SFD will replace the “No Skating” symbol on site signs with a “Skating Permitted” image. While ice testing is underway, community members are asked to remain off storm pond ice surfaces until signage indicates the pond is safe to use.
As the weather continues to sporadically warm and cool, SFD would like to caution the public of changing ice conditions. Residents are reminded to check the posted signage each time they consider using the pond. Community members are advised to always exercise an elevated level of caution when around any large body of water. Keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to a storm water retention pond. Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including shoveling, flooding, as well as user safety.

Canada Post Disruption: Impact on 2025 TIPPS Statements

The City of Saskatoon (City) is implementing a contingency plan to reduce the impacts of the ongoing Canada Post service disruption on the Tax Instalment Payment Plan Service (TIPPS).
Due to the postal strike, the City cannot efficiently provide all property owners with revised 2025 TIPPS statements. The City must provide written notice for changes to withdrawal amounts, as required by federal legislation. As a result, most property owners will not receive adjustments to their 2025 TIPPS withdrawal amounts for January to June 2025. Withdrawal amounts for this period will match the July to November 2024 amounts. A small portion of property owners will be contacted directly with adjustments to their TIPPS amounts for January 2025.
All TIPPS withdrawals will be adjusted effective July 1, 2025, to account for the actual 2025 property tax, including revaluation changes and approved budget increases.

Progress on residential street grading and rut levelling

As of this morning, crews have completed grading and rut levelling on 70 per cent of all neighbourhoods in Saskatoon.
Crews began grading and rut levelling all residential streets across the city on Sunday afternoon, addressing severe rutting on city streets caused by weekend rain. All available graders, both City-owned and contracted, are mobilized, and the expectation is to complete grading in all neighbourhoods by the end of this week—a goal crews are on track to meet.
In some cases, certain streets have been temporarily skipped due to limited access, often caused by parked vehicles. These streets are being revisited once parking restrictions are in place. The City is asking residents to please move vehicles off the street where possible to help our crews work efficiently.
Residents should give road equipment the space it needs to operate, especially those with flashing blue and amber lights. Parents and guardians should also ensure that children stay clear of snow piles to avoid any potential risks from moving equipment.
Curbside collections (black, blue and green carts) will continue as scheduled for the remainder of the week. Proper cart placement will be key to successful collections. Residents are asked to roll out carts by 7 a.m. and place them in front of, or four feet to the side of, snowbanks to ensure collection truck arms can access carts. Road conditions in certain neighbourhoods can prevent collections from occurring. Please check saskatoon.ca/service-alerts to see if your neighbourhood has been impacted and your rescheduled collection date.

Power has been fully restored after afternoon outages

This afternoon, Saskatoon Light & Power experienced two separate power outages that affected customers in various areas of the city. Both outages were promptly addressed, and power was restored quickly.
The first outage lasted six minutes and affected east-central neighbourhoods, including Holliston, Adelaide Churchill, Haultain, Greystone Heights, Varsity View, Brevoort Park, Eastview and Nutana Park. The second event, lasting 17 minutes, impacted approximately 35,000 customers across the majority of the west, north, and east regions of the SL&P franchise area.
The outages were caused by the failure of a device called a Remote Terminal Unit (RTU) at the Taylor Street Substation. The RTU is a computer that enables remote operation of the substation. When the RTU failed, it inadvertently caused a switch to open, leading to the outages. The failed unit has been disconnected to prevent further disruptions, and its replacement is being prioritized for the coming weeks.
Today’s outages were unrelated to last week’s power issues caused by a mechanical failure of a switch at a different substation. The two incidents appear to be an unfortunate coincidence.

Fire and carbon monoxide safety during the winter season

- Check your exit/egress points
- Keep all doors and bedroom windows accessible and free of snow and other obstructions. They should be easy to open in case of an emergency.
- Regularly review your fire escape plan and test all exits to make sure they are functional.
- Clear snow and ice accumulation
- Check your roof for snow buildup. Melting snow that freezes can form ice dams, blocking drainage and causing water to seep under shingles, leading to leaks and damage.
- Keep intake and exhaust vents for furnaces and heating appliances free of ice and snow accumulations to reduce the risk of carbon monoxide build-up.
- When shoveling snow, clear fire hydrants of ice and snow so firefighters can quickly find and use them in an emergency.
- Inspect appliances and service equipment
- Regularly inspect the pipes and valves on fuel-burning appliances like water heaters, furnaces and gas stoves. Look for signs of wear, rust or leaks.
- Have your furnace, fireplace, water heater and other fuel-burning appliances cleaned and inspected by a professional to make sure they work properly and don’t emit carbon monoxide.
- Use electricity wisely
- Avoid overloading extension cords and power strips, as this can cause overheating and fires.
- Use cords rated for the device’s power needs and never use damaged or frayed cords.
- Test and maintain alarms
- Test smoke alarms monthly and replace batteries at least once a year.
- Place carbon monoxide detectors on every level of your home, especially near sleeping areas, and test them every three months. Replace units every seven years or sooner if required.

City-wide grading of residential streets

The City of Saskatoon has mobilized all available graders to clear snow and ice from residential streets. City and contractor crews will grade residential streets to improve mobility and access. Snow and ice will be stored in parking areas.
Operators will go around parked vehicles where possible, however, some streets will be skipped and returned to later with parking restrictions if access is limited. Please move vehicles off-street where possible and please give road equipment the space they need to operate, signaled by their blue and amber flashing lights. Parents and guardians are asked to ensure children stay away from snow piles to avoid potential risks.
The City will update saskatoon.ca/snow listing neighbourhoods that will see grading start within the next 48 hours. Additional neighbourhoods will be added as operations progress.
City calls in all available graders to blitz local streets

The City of Saskatoon has called in all available graders for tonight and the next few days to blitz local residential streets. City and contractor crews will shave off the top layer of snow ruts on local streets to improve mobility.
Grader operators will go around parked vehicles, but we encourage people to move vehicles if there is off-street parking available. As graders shave off the top layers of ruts the snow will be stored in the parking lane.

City crews maintaining safe driving conditions after overnight freezing rain, snow still to come

Saskatoon residents are waking up to slick city streets this morning following freezing rain overnight. Snow is expected to begin Sunday morning and continue throughout the day.
Crews have been working through the night on Circle Drive and other freeways, applying salt and sand where needed. There are 8 graders, 18 sanders and 6 plows out grading snow and ice on the highest priority streets such as Circle Drive, College Drive, 22nd Street, Idylwyld Drive and 8th Street. There are also sidewalk plows sanding bridge walkways and pathways to ensure these are passable for pedestrians.
Snow removal is planned for several priority streets over the next few days. This work may be delayed if crews need to shift focus to grading snow from high traffic streets.
After freezing rain, snow and subzero temperatures, road conditions can be dangerous even with sanding and salting. Drivers are encouraged to adjust to winter conditions, keeping a safe distance from other vehicles.

Environment and Climate Change Canada is forecasting freezing rain beginning Saturday evening and continuing throughout the night and turning into snowfall on Sunday. City crews are fully prepared to manage the road conditions.
Roadway crews with 10 graders, 6 plows and 18 sander units with de-icing treatments will maintain priority streets starting with Circle Drive and expressways as well as on and off ramps and bridge decks and will continue to maintain city streets as long as the weather persists.
With freezing rain, snow and subzero temperatures in the forecast, road conditions can become dangerous. Drivers are encouraged to adjust to winter conditions, keeping a safe distance from other vehicles.

Circle Drive lane restrictions lifted

Restrictions on the Circle Drive westbound lanes between Idylwyld Drive and Avenue C have been lifted following the completion of unplanned fire hydrant repairs earlier today.
Additionally, the northbound curb lane of Circle Drive under 108th Street is set to reopen today. The lane was closed for an overpass inspection on Wednesday after it was struck by an oversized load.
