Millar Avenue will be closed between 58th and 57th streets starting this morning for unplanned hydrant repairs. Detours will be in place guiding motorists around the work zone. This project is expected to take one day to complete, weather permitting and barring any unforeseen circumstances.

City Council today unanimously approved the City of Saskatoon’s 2025 Adjusted Business Plan and Budget. After a day and a half of deliberations, the new City Council made key adjustments to the City’s fiscal plan, increasing investments in priority areas like community safety and snow and ice management, while doing so in an affordable way. To that end, City Council voted to increase the funding for the City’s snow and ice management program by an additional $500,000 bringing the total increase for this program to $1.6 million. City Council also voted to increase investment in policing by $8.5 million and added additional bylaw inspectors to address safety concerns.

The 2025 budget deliberations got off to a good start as the Administration revised its fiscal forecast by adding $2 million in investment income. “This is a welcome development,” says Chief Financial Officer, Clae Hack. “Investment revenue continues to outperform our expectations as bond yields have remained higher than forecasted and we continue to have higher bank interest than originally planned, despite several Bank of Canada interest rate reductions.”

City Council made additional adjustments during the deliberation process and, together, these measures trimmed the 2025 property tax increase by almost one full percentage point, as City Council landed on a 4.96 per cent property tax increase to help pay for crucial investments.

“I applaud the work of our new Council for working together to reduce the budget, while also investing in strong core services,” said Mayor Cynthia Block. “New support for homelessness, community safety and the snow and ice budget will help to meet the demands of our growing city.”

Despite the proposed property tax increase, the City of Saskatoon has among the lowest municipal property tax levels for both residential and non-residential properties in Canada.

The City’s 2025 budget address key priorities in a time of unprecedented growth. Estimates indicate that Saskatoon added more than 26,000 residents in just two years, and its population is estimated to be at or near 308,000 in 2024. This rapid growth, coupled with a strong labor market and one of Canada’s lowest unemployment rates, has driven unprecedented demand for City services.

At the same time, rising costs for service contracts, construction, materials, and supplies have placed significant pressure on service delivery. The 2025 budget tackled those challenges by responsibly investing in the core services that ensure the safety, mobility, and quality of life for all Saskatoon residents.

The City’s 2024-2025 Business Plan and Budget invests in the areas that matter most to the people of Saskatoon – transportation, public safety, and community support. In particular, the 2025 budget builds on the fiscal plan set out by City Council almost two years ago. It delivers record funding into essential projects, services, and programs that reflect the City’s ongoing efforts to balance fiscal sustainability with community priorities.

The City thanks all residents, organizations and business owners in Saskatoon who wrote in or spoke to City Council regarding the 2025 budget. We value all input received from the community at large.

The City celebrates the contributions to our community from persons with disabilities on December 3, the International Day of Persons with Disabilities. Persons with disabilities add to the richness and diversity of our community and bring unique perspectives and strengths that benefit us all. This day is dedicated to celebrating the invaluable contributions of persons with disabilities in all aspects of life, including the workplace. 

In 2022, the disability rate for persons aged 15 years and over in Canada was 27 percent, which is nearly 8 million people. That’s why it is so important that we create and maintain a community that provides the supports and inclusivity that makes every resident feel valued and welcome regardless of abilities. It is also important to create and ensure that our work environments are spaces where everyone can thrive. 

This year and next, the City will develop an accessibility plan that aligns with the standards set out in the new Accessible Saskatchewan Act. This Act is designed to address barriers for people with disabilities in Saskatchewan. In accordance with the Act and working with an advisory committee that includes persons with disabilities and those who work and advocate for persons with disabilities, the City of Saskatoon will work to identify, remove, and prevent these barriers and make our community more inclusive and accessible. 

The International Day of Persons with Disabilities was established in 1992 at the United National General Assembly.

The warming location at St. Mary’s on Avenue O South will be open as of December 2, 2024. St. Mary’s will be operated by the Salvation Army and will be open overnight from 11:00 p.m. to 8:00 a.m. every day of the week. This new location is in addition to the Saskatoon Indian and Métis Friendship Centre (SIMFC), which is open every day from 11:00 p.m. to 9:00 a.m.

On November 27, 2024, City Council approved a contribution of $200,000 in City funds to support the $1.2M Winter Navigation and Warming Centres capital project. The remaining $1M in funding was received from other levels of government, local community organizations and private contributions. The acquired funding will support:

• Evening warming centre operated by The Saskatoon Indian and Métis Friendship Centre located on Wall Street
• Overnight warming location for women operated by the Saskatoon Indian and Métis Friendship Centre located on Wall Street
• Overnight warming location for men at St. Mary’s Parish on 20th Street operated by the Salvation Army
• Additional overnight outreach services operated by Sawēyihtotān

“We are truly thankful to all our partners who have been actively engaged in a collaborative process and who have been instrumental in getting these two overnight warming locations operational,” says Pamela Goulden-McLeod, Director of Emergency Management Organization. “As temperatures drop, our priority is to provide a warm safe location for all residents during the winter. We recognize homelessness is a complex issue that requires a comprehensive community response and we remain committed to looking out for our most vulnerable residents and relatives.”

Additionally, there are many daytime warm-up locations available for those needing to find somewhere to get out of the cold weather. Posters with this information are printed and available through key partners in the community and an informational graphic is available on the Saskatoon Fire Department and City of Saskatoon social media channels for sharing.

As we approach the holiday season, the Saskatoon Fire Department (SFD) wants to remind everyone about fire safety. The festive season is often a time for greater use of electric lights, candles, space heaters, fireplaces, stoves and live trees.  

Following a few simple tips will help make sure you and your family can prevent a fire from ruining your holidays: 

• Pick a tree with fresh green needles and make sure to water it daily. A dry tree can catch fire easily. 
• Have an emergency escape plan and make sure your Christmas tree and other decorations are not blocking exits such as windows or doors. 
• Check your holiday lights for frayed wires, damaged sockets, or loose bulb connections. 
• Give your heater a metre. Clothes, curtains, furniture and other combustible objects that are too close to a heat source can catch fire. 
• Watch what you heat. Unattended cooking can lead to a fire. 
• Test your smoke and carbon monoxide alarms. Replace the batteries every year and replace the alarm every 10 years. 
• Avoid overloading circuits and electrical outlets. Too many plugs and extension cords can cause overheating and lead to a fire. 
• Consider using flameless candles when decorating your home. 
• Blow out a burning candle before you leave the room or before you go to bed. Never leave burning candles unattended. 
• Make sure all electrical cords are tucked away and kept neat and tidy. When cords are exposed, pets can be tempted to chew on them, or people could trip and fall. 
• Keep flammable objects away from the stove. Objects too close to the burner can catch fire. 
• Turn off all holiday lights before going to bed or leaving your home. Many electrical fires are started when outlets or wires overheat. 

SFD encourages you to take extra safety precautions this holiday season to make sure your time with family and friends remains free of unwanted fires.

Beginning this month, Saskatoon’s Green Cart collection will transition to a monthly schedule for winter (December, January, February, and March). This change was approved by City Council on June 4, 2024 and reflects feedback from residents and data from the first year of the city-wide Green Cart program.

Residents are advised to check their collection dates online at saskatoon.ca/collectioncalendar or by downloading the Saskatoon Waste Wizard app. Green cart collections will occur on the same day of the week as previous, but once every four weeks. Calendars for all curbside collection types are now available online. 

Saskatoon received eight centimetres of snow between Saturday night and Sunday morning. City and contractor snow crews are focused on getting high speed and high traffic streets, and intersections clear. Drivers are urged to use an abundance of caution on the roads this morning – due to the snow and extreme cold temperatures, ice treatments such as salt and sand can be less effective and roads may be slippery.

The snow event response follows the Priority Street system:

Priority 1 – Freeways and major arterials. This includes Circle Dr. and streets with three+ lanes each way like Idylwyld Dr., 22nd St and College Dr. In a typical snow event, these roads are graded or plowed within 12 hours of the snowfall.  

Priority 2 - Arterials with double-lanes and bus routes. Double-lane streets like Clarence Ave, McKercher Dr. and Millar Ave. These roads are graded in about 36 hours.

Priority 3 - Collector streets, remaining Business Improvement District streets and school zones. These streets take you through your neighbourhood like Louise Ave, Howell Ave., and Main St. These roads are graded within 72 hours of the end of the snowfall.

Drivers should be aware of changing weather that can affect road and sidewalk conditions and adjust their driving or walking for the conditions. Leave extra room and watch for blue and yellow flashing lights on road equipment.

Snow has been graded on all priority streets in Saskatoon. Snow removal began last night in Business Improvement Districts (BIDS) and school zones, and all snow in school zones is expected to be removed before Monday morning. 

Snow removal in BIDS is expected to take up to 6 nights, after which crews will shift their focus to removing snow from priority streets. Crews are also continuing their work cleaning up throughout the city, including bus stops and other localized areas of concern. 

Crews are continuing a city-wide assessment of local street conditions. Areas identified with excessive rutting or mobility issues are being addressed, and assessments will continue throughout the winter and into spring. Please note, plans may adjust if additional snow accumulates. 

As snow clearing efforts continue across Saskatoon, let’s work together to keep our community safe and accessible. Please be mindful of walkways and driveways and do your part in keeping them clear for everyone. 

Snow piles can hide dangerous hazards and may obstruct equipment working in the area. Parents and guardians are asked to ensure children stay away from snow piles to avoid potential risks. 

Please remember: snow that’s pushed or blown onto the streets can block mobility and create safety concerns for drivers and pedestrians. We all play a role in keeping our roads safe, so kindly avoid placing snow back onto the streets.

Starting December 1, Saskatoon Transit’s Jingle Bell Express (Route 1225) is back, offering a festive and convenient way to travel between shopping malls during the holiday season.

Route 1225 will run on weekends in December, with free fares on Boxing Day, December 26. Two buses will circulate in opposite directions to connect holiday shoppers and commuters to Saskatoon’s five malls, Midtown, Confederation, Lawson Heights, Centre and Market, bypassing the hassles of winter driving and crowded parking lots.

  • Excluding December 28 and 29

Starting December 2024, Green Cart collection in Saskatoon will shift to monthly service for the winter months (December, January, February, and March). This change aligns with direction from City Council received on June 4, 2024.

After the first year of the city-wide Green Cart program, data indicated lower volumes of collected materials and fewer carts set out during winter due to less seasonal yard waste. The City had also received feedback from residents requesting reduced collection throughout winter, which aligns with this data. The savings realized from this change in service will be returned to the waste utility stabilization reserve and will be reflected in the green cart utility rates starting in 2026.

Visit saskatoon.ca/collectioncalendar to check your collection dates or download the Saskatoon Waste Wizard app. Green carts will be collected once every four weeks. Please note that updated Collection Calendars will not be available online until December 1, 2024. 

Registration for the City’s Winter leisure programs begins Sunday, December 1, 2024, at 6:00 p.m. by logging into to your account on Leisure Online at leisureonline.saskatoon.ca or by calling 306-975-2800.

Registration for private and semi-private swim lessons and multi-level lessons for families will open on Monday, December 2 by phone only. Call the Leisure Centre that you are interested in taking lessons at to register.

The City would like to remind residents that opening night for registration can be quite busy.  We sincerely appreciate your patience during this time.  While additional online and telephone resources are in place to make the process run as smoothly as possible, there will be many people registering at once.

We recommend having a list of alternative options ready in case you do not get into your first choice. If a program is full, join the online wait list - new classes may be created if there is enough demand. Additionally, consider other nearby Leisure Centres if your preferred location isn't available.

Snow grading has been completed on all Priority 1 and 2 streets, and most Priority 3 streets are also finished. Crews are now focusing on cleaning up Business Improvement Districts (BIDS) and finishing school zones, with snow removal in these areas beginning tonight. 

In addition, crews are addressing localized areas of concern and any missed sections. Overnight, snow was cleared from ramps on Circle Drive bridges and overpasses, and this work will continue tonight. 

The City is also seeing improvements in mobility on residential streets, as snow continues to pack down and stabilize, making travel easier for all. The City would also like to remind residents to avoid clearing snow from residential roadways on their own or hiring private contractors. 

Skid steers are clearing snow from accessible loading zones on priority streets, as well as bus stops, to maintain access for residents. Contractor crews will continue to clear sidewalks throughout the city. 

Let’s continue to be good neighbours—look out for each other, keep walkways and driveways clear. Please remember that snow piles can be dangerous for children to play on or dig in, as they may conceal hidden hazards and equipment may be working on or near them at any time. Parents and guardians are urged to keep children safe by avoiding these areas.  

A reminder to all residents: Please avoid blowing or pushing snow onto the streets. This can obstruct mobility for everyone and create potential safety risks for drivers and pedestrians alike.

Crews have been working around the clock to keep our streets safe and navigable after the weekend snowfall. All Priority 1 streets have been cleared, and as of this morning, significant progress has been made in grading Priority 2 and 3 streets. Snow removal in the Business Improvement Districts (BIDs) will begin Wednesday night and is expected to take 5-6 days. 

Following completion in the BIDs, snow removal will commence on Priority 1 streets to make room for more snow and to improve sight lines. Crews will also begin snow removal in school zones on Wednesday night, with that work estimated to take 5-6 nights. There are currently 36 graders, 16 sanders, five plows addressing drifting and problem areas, and five sidewalk plows working across the city.   

Mobility on residential streets remains acceptable, and crews will continue to inspect and address any areas of concern or safety hazards as they arise. 

Please remember that snow piles can be dangerous for children to play on or dig in, as they may conceal hidden hazards and equipment may be working on or near them at any time. Parents and guardians are urged to keep children safe by avoiding these areas.  

Property owners must clear sidewalks within 48 hours following a snow event. Many residents face accessibility challenges, please be a good neighbour and help make our sidewalks accessible in all seasons, whether on foot, using a mobility device or pushing a stroller. A reminder to all residents: please do not blow or push snow onto the streets. Doing so reduces mobility for everyone and can create safety hazards.

To pay for these core investments, the City uses several non-tax revenue sources, including user fees, investment income, and government transfers, to name a few. Unfortunately, these are not always enough to pay for our community’s priorities.

Thus, the adjusted 2025 Budget proposes a 5.84% property tax increase to maintain service levels, fund strategic initiatives, and importantly, to help the City balance the operating budget, which it must do by law. Despite the proposed property tax increase, the City of Saskatoon has among the lowest property tax levels for both residential and non-residential properties in Canada.

The City’s 2024-25 Business Plan and Budget invests in the areas that matter most to the people of Saskatoon – transportation, public safety, and community support.” In particular, the 2025 Budget builds on the fiscal plan set out by City Council almost two years ago. It delivers record funding into essential projects, services, and programs that reflect the City’s ongoing efforts to balance fiscal sustainability with community priorities.

City Council will deliberate the 2025 Budget starting December 2, 2024.

Millar Avenue will be closed at 43rd Street on Tuesday, November 26, starting at 7:00 a.m. for a water main repair. Detours will be in place guiding motorists around the work zone. This project is expected to take one day to complete, weather permitting and barring any unforeseen circumstances.

With the recent snowfall, the City is reminding residents that it is crucial to clear away any accumulated snow around your carts. Ensure the lids are free from ice and snow, allowing them to close securely.

Proper cart placement will be key to successful collections. Residents are asked to roll out carts by 7 a.m. and place them in front of, or four feet to the side of, snowbanks to ensure collection truck arms can access carts. Residents living on cul-de-sacs will also need to evaluate their circumstances in order to decide what suits them best for proper cart placement. Coordinate with your neighbours to ensure carts are all in the same area and facing in the same direction.

Suspended collections from Monday, November 25 have been rescheduled for Saturday, November 30. Collections will continue as scheduled for the remainder of the week. City crews will be driving down back lanes for neighbourhoods on Routes 1 and 2 only, prior to waste collection trucks arriving. This will pack down some of the snow in those lanes and minimize the risk of the trucks getting stuck.

Crews continue to make significant progress on clearing priority roads around Saskatoon. More private contractor help has been activated than a typical snow event of 5 cm or more of snow, with close to 40 graders responding. City officials have been out monitoring traffic flow and note that there is sufficient mobility on local streets.  

As a result City officials have decided to maintain the established winter maintenance level of service – which still provides options to deal with mobility issues as they arise in certain areas. 

While the city received 25 cm of snow using our standard measurements, snow accumulation alone is not sufficient for the Roadways Emergency Response Plan (ERP) activation. The snowfall amount is right at the threshold. Mobility and ability to navigate streets is another key consideration. The snow that fell was light powder snow that when compacted by traffic will see improved mobility over time. This is what we are seeing on many local streets and current assessments show acceptable mobility across Saskatoon. However, as conditions evolve, the City will continue monitoring local streets for mobility issues.  

Activating the full five phases of the ERP comes at a cost of approximately $18 to 20 million, which is a substantial expenditure. Instead, the City is addressing specific problem areas and evaluating local streets for mobility and safety.  

So, crews remain focused on the following:  

• Priority 1 streets (major roadways, access to emergency facilities) are cleared within 12 hours after snow ends. 

• Priority 2 streets (major transit routes and select collector roads) are cleared within 36 hours after snowfall 

• Priority 3 streets (school zones, neighbourhood connectors) are cleared within 72 hours after snowfall. 

• Local streets are addressed as necessary, with specific areas inspected and prioritized based on mobility and safety concerns. 

City crews have been working around the clock to grade streets, prioritizing expressways like Circle Drive, major intersections, bridge decks and transit routes. All Priority 1 streets have been cleared and some Priority 2 streets have been started, with all priority routes expected to be fully graded by Thursday morning. Crews will inspect challenging areas and address safety concerns. Snow removal from priority streets, downtown and school zones will be the next major objective. 

We commend the community for stepping up during this snow event—helping neighbours, staying off the roads where possible and allowing crews to perform their work efficiently. A reminder: do not blow or push snow onto the streets. This reduces mobility for everyone and is unkind to neighbours and others using the street.

Saskatoon received 25 centimetres of snow throughout the weekend and everyone is digging out now that the snow is tapering off. City and extra contractor snow crews focused on keeping high-speed and high-traffic streets, intersections and bridge decks clear while it snowed and will begin moving through the priority street grading system over the next 72 hours.

Tonight, 36 graders, 15 sanders, 11 plows and five sidewalk plows will make some good progress on the freeways and major arterials and begin to address some bus routes where snow accumulation is affecting traffic movement. Following grading, the next priority will be snow removal from downtown and school zones. 

Crews will also start on City facility sidewalks, Meewasin Trail, park pathways with street lighting, pathways along freeways and arterials, and bridge/overpass walkways.

 How you can help us

1. Stay home if you can, as snow crews can make more progress clearing roads when fewer vehicles are out. Consider taking Saskatoon Transit if you must travel.
2. Clear your sidewalk within 48 hours on residential streets and within 24 hours in business areas.
3. Help your neighbour clear their sidewalk or dig out their vehicle, when possible.
4. Drivers, leave extra room for quick stopping and watch for blue and yellow flashing lights on road equipment.

Millar Avenue reopened to traffic Sunday morning after an emergency repair to a watermain at 43rd Street closed the area on Saturday. Water was restored and a Drinking Water Advisory is in place for local businesses. The excavation was filled in with gravel; however, additional work will be required in the coming days.

Saskatoon Transit is operating today; however, customers are advised to expect delays of up to 20 minutes or longer for fixed-route service. Due to deep snow accumulation on the roads, bus operators may stop in the driving lane to pick up passengers and not pull into bus stops to avoid getting stuck.

Several detours are in place already this morning around streets where there’s a risk of a bus getting stuck. These are identified as Snow Event Detours in service alert messages.

Stay informed with the real-time mobile apps, transit and Google or visit saskatoontransit.ca/service-alerts for updates on routes that are delayed longer than 20 minutes and for Snow Event Detours. If you can’t use these tools, please call our customer service centre at 306-975-3100 an hour before your trip for an update. 

Access Transit

Access Transit customers are strongly encouraged to reschedule non-urgent trips today and Monday. A trip may be cancelled if the street or sidewalk/path to the pick-up location is full of snow, for the safety of the customer and operator.

Customers should also prepare for delays as operators navigate traffic and road conditions. In the event a paratransit bus gets stuck in deep snow, onboard customers will be required to wait.

Customer service phone lines are busy for both Access Transit and fixed-route and extra staff is on hand to handle calls as quickly as possible.  

Keeping all transit services operational during snow events is a key priority, and we are committed to helping residents get where they need to go safely. Thank you for your patience and understanding as our frontline employees navigate this busy, snow day.  

Saskatoon’s snowfall accumulation is approximately 20 centimetres since Saturday afternoon, with Environment and Climate Change Canada forecasting up to 30 centimetres of total accumulation by the end of this weekend. City and contractor crews completed the priority street snow grading from the first snow event of the season just in time to begin responding to the second big snowfall. 

 What you can expect from us

• Snow Clearing in Progress: Snow crews are focused on priority streets, including Circle Drive, major roadways, bridge decks and intersections. Sanding is being done to improve traction.

Warman Road access ramps to Circle Drive westbound reopened this morning to traffic after being closed overnight. Millar Avenue is now closed at 43rd Street in all directions as City crews repair a watermain at the intersection. There is no access to Millar Avenue from Circle Drive and patrons of businesses in the area are detoured to the Circle Drive entrance.

Water is turned off for local businesses during the repair. The repair work is expected to take one day to complete, weather permitting and barring any unforeseen circumstances.

The northbound and southbound Warman Road access ramps to Circle Drive westbound and the outside lane on Circle Drive westbound east of Millar Avenue are closed due to major ice from a watermain break Friday evening.

A watermain break on Millar Avenue at 43rd Street caused flooding in the area for several hours that froze as temperatures dropped. City crews have the water turned off and will address the ice before reopening the roads for traffic.

Drivers should avoid this area or expect delays. Additional traffic restrictions will be posted once the repair is scheduled. Businesses in the area that will be affected by a water outage will receive information about a Drinking Water Advisory.

Environment and Climate Change Canada is forecasting 10 to 20 cm of snowfall this weekend, and the City is fully prepared to respond. Snowfall of more than five cm can significantly impact driving conditions, creating slick, snow-covered roads and reduced visibility, while increasing the chances of vehicles getting stuck. Crews will work to keep roadways as safe and passable as possible. 

“We are monitoring the forecast, and are prepared to act,” says Goran Saric, Director of Roadways, Fleet and Support. “We will focus on keeping Circle Drive and other major routes clear during the snowfall while addressing icy spots with sand and salt. Once the snow stops, a coordinated cleanup effort will be launched on priority streets.” 

The City’s Snow Event process will activate if five or more centimetres of snow accumulates. Additional contractor graders will join City crews to clear freeways, arterial roads and collector streets. Snow will be stored on medians, boulevards and parking lanes to maintain road capacity. Local or neighbourhood streets are not included in regular snow grading and maintenance. 

Driving conditions will likely be challenging during and after the snowfall. Residents are urged to adjust their driving habits by slowing down, increasing following distances and watching for blue and amber flashing lights on snow-clearing equipment. 

“All critical infrastructure service providers—including emergency workers --are prepared to ensure these services continue,” says Pamela Goulden-McLeod, Director of Emergency Management Organization.

“We ask residents to prepare to stay at home as much as possible on Saturday afternoon and Sunday morning to allow roadways crews to work and to help emergency vehicles get around. If you have to travel, please check the highway hotline prior to heading out of town. And please – let’s continue to help out family, friends and neighbours as we always do.”   

Transit service will remain operational; however, service can be delayed or interrupted by collisions, blown-in streets and bus stops that are not accessible from snowfall and drifts. The priority snow grading system accounts for all bus routes; however, it can take a few days to get them all cleared. 

“We’re prepared to offer full service, although we encourage riders to check for service alerts before heading out and to dress warmly in case they have a longer wait at a stop,” says Mike Moellenbeck, Director of Saskatoon Transit. “The buses can experience the same delays as everyone else when there are collisions and heavy snow drifts.”

Saskatoon’s 2024-2028 City Council was sworn in yesterday, November 20, 2024, in Council Chambers.

Eleven Council members, comprised of one mayor and 10 councillors, took their oaths before their family, dignitaries and members of City administration. 

The ceremony included the 2024 Local Government Elections Returning Officer’s Declaration of Results, and appointment of Deputy Mayors and members of the Standing Policy Committees for November and December 2024.

Mayor Cynthia Block presented her Inaugural Address, along with remarks from Elders Nora Cummings, Métis Senator and Roland Duquette, Mistawasis Nêhiyawak.

The Saskatoon Fire Department (SFD) is aware of information circulating on social media over the past few days, which claims that the City has granted a permit for an encampment. This is false. The permit that was issued is a burn permit to hold a public smudge event. 

SFD must clarify that the fire department or the City would never issue a permit for an encampment. Our experiences in other municipalities have shown that large encampments can create significant health and various safety risks. We have frequently responded to fires at encampments and it is our priority to find alternative solutions that provide viable and dignified options for those in need. 

The City recognizes that homelessness is a complex issue requiring a comprehensive community response. The City is committed to actively engaging all partners in a collaborative process moving forward. Saskatoon EMO has activated an Internal Emergency Operations Centre with multiple City Departments to coordinate the internal response to homelessness in Saskatoon.  

A report will be presented by Planning and Development and EMO to Council next week regarding Winter Navigation and Warming Centres this winter. This report will be public at the end of the day. 

Furthermore, winter warming locations have been in operation since October and more opened last night.  

Information about the Saskatoon Emergency Winter Response Plan is available at saskatoon.ca/cold. This includes the warming location poster. 

Saskatoon Emergency Management Organization (EMO), in partnership with community organizations, is seeking funding from City Council to support the operation of Winter Navigation and Warming Centres for this winter. 

The plan, which seeks to address the safety and well-being of residents experiencing homelessness during winter months, will be presented at the Regular Business Meeting of City Council on November 27, 2024. 

The report, which will be on the Public Agenda at 4:00 p.m., outlines a collaborative effort between numerous community partners and identifies the locations and funding sources that will be available this winter to support the establishment of Winter Navigation and Warming Centres, including:

• Evening warming centre operated by The Saskatoon Indian and Métis Friendship Centre located on Wall Street
• Overnight warming location for women operated by the Saskatoon Indian and Métis Friendship Centre located on Wall Street
• Overnight warming location for men at St. Mary’s Parish on 20th Street operated by the Salvation Army
• Overnight outreach services operated by Sawēyihtotān

The total funding requirement to operate the centres and outreach until March 31, 2025 is estimated to be $1.2 million. The funding is to be used for all necessary staffing, operations and utilities to run the centres and outreach throughout the winter:

• Staffing at each site, including site security, emergency medical responders and operations staff
• Additional contracts for janitorial and facility maintenance services
• Program supplies
• Administrative costs
• Rent, heat, electricity, water and potential repairs at each facility

Extensive efforts have been made to secure funding to support these essential services which includes financial contributions from the Provincial, Indigenous and Federal Governments as well as community foundations and private donations all totaling $1 million. An investment of $200,000 from the City’s Reserve for Capital Expenditures is being recommended to help fill the funding gap and to bring the total to $1.2 million. 

In related work, Administration is actively developing a new Saskatoon Homelessness Action Plan along with community partners. With a comprehensive approach, the aim is to develop a more robust year-round plan that is supported by substantial and stable funding from both the Federal and Provincial governments. The goal is to create a long-term funding model to alleviate the annual search for funding and locations.

City snow crews, with help from contractors, continue plowing and grading priority streets and sidewalks after 17cm of snow fell Monday night until Wednesday at 3 a.m. Today, there are 27 graders, 13 snowplows and 15 sanders working on Saskatoon’s streets. 

 What you can expect from us

1. Completing plowing and grading on Priority 1 streets: Circle Dr and streets with three+ lanes each way, including Idylwyld Dr, 22nd St and College Dr within the first 12 hours after the end of snowfall.
2. Sidewalk clearing at City facilities and on Meewasin Trail, pathways along major routes, walkways over bridges and overpasses within 48 hours.
3. Grading on Priority 2 double-lane streets, including Clarence Ave, McKercher Dr and Millar Ave after Priority 1 streets are graded; this takes about 36 hours to complete after the end of the snowfall.
4. Grading on Priority 3 streets that take you through your neighbourhood, including Louise Ave, Howell Ave and Main St, begins after Priority 2 streets are completed.
5. Loaders will clear a path for vehicles in outlying neighbourhoods where the heavy wind and snow drifts completely block a street.

 How you can help us

1. Anticipate winter driving conditions and adjust your driving. This includes slowing down and allowing more space between vehicles.
2. When you see blue and amber flashing lights on snow crew equipment, please slow down, remain at least 15 metres (2.5 car lengths) behind, and be prepared to stop.
3. Clear your business sidewalks within 24 hours and residential sidewalks within 48 hours. Please keep sidewalk snow on your property, as it is illegal to push it onto the street and can create a risk for vehicles to get stuck.

More than 12 centimetres of snow accumulated in Saskatoon so far today since Monday night. The City of Saskatoon’s focus is on keeping the driving lanes of Circle Drive and other highly travelled roads such as Idylwyld Drive, College Drive, 8th Street and 22nd Street, clear for safe travel. Road crews are spreading salt and sand at high-risk locations like busy intersections, bridge decks and ramps to reduce icing and help with traction.  

Strong gusting winds are creating additional challenges with visibility, blowing salt and sand away, and re-developing snow drifts. Crews continue to address known problem areas and additional contractor resources have been engaged to support ongoing efforts.  

Saskatoon Transit operations are experiencing weather-related delays: 

• Fixed-route service is generally running late due to snow and slippery road conditions. Detours and delays are expected until roadways and bus stops are fully cleared. Operators may not be able to access some streets in outlying neighbourhoods where more snow and snow drifts are occurring.    

• Access Transit service is experiencing delays. Service will continue to be prioritized for essential trips, including medical appointments. Customers are encouraged to reschedule any non-essential or leisure trips. 

• OnDemand service will operate on cleared roadways that are accessible to operators.  

• The Transit Customer Service Centre is open for walk-in customers from 8 a.m. to 5:30 p.m.; however customers are asked to call 306-975-3100 between 7 a.m. and 7 p.m. if their trip to the Customer Service Centre is not essential. For updates check the real-time mobile app, transit or visit saskatoontransit.ca/service-alerts. 

While clearing snow, please do not push or blow it into the street. This creates a greater risk for vehicles to get stuck. Instead, pile the snow on your property, as per Bylaw No. 8463 The Sidewalk Clearing Bylaw, 2005.

Saskatoon received just under 10 centimeters of snow overnight. City snow crews were working through the night and will continue to focus on keeping high speed and high traffic streets, intersections and bridge decks clear while it’s still snowing. Even with the use of de-icing material, extra moisture may cause slippery conditions during peak driving times, especially on bridges.

The first snow event of the season was declared this morning, which means contractors are called in to assist City crews with clean-up. Today, there are ­25 graders, 11 sanders, 7 plows and 5 sidewalk plows moving around the city.

The snow event response follows the Priority Street system:

Priority 1 – Freeways and major arterials. This includes Circle Dr and streets with three+ lanes each way like Idylwyld Dr, 22nd St and College Dr.

Priority 2 - Arterials with double-lanes and bus routes. Double-lane streets like Clarence Ave, McKercher Dr and Millar Ave.

Priority 3 - Collector streets, remaining Business Improvement District streets and school zones. These streets take you through your neighbourhood like Louise Ave, Howell Ave, and Main St.

Drivers should be aware of changing weather that can affect road and sidewalk conditions and adjust their driving for the conditions. Leave extra room and watch for blue and yellow flashing lights on road equipment.

Due to damage, a section of the lighting at the Lawson Recycling Depot is currently out of service and will remain unavailable for an extended period. The City of Saskatoon is ready to respond to changing road conditions over the next couple of days. Environment and Climate Change Canada is forecasting snow and gusty winds tonight and tomorrow. 

Should winter conditions develop, 16 sanders and eight plow trucks will prioritize Circle Drive, expressways, bridge decks, ramps and high-traffic intersections to maintain safe travel conditions during the morning commute and throughout the snowfall. De-icing treatments will be ongoing as needed. 

With snow and below-zero temperatures in the forecast, drivers are reminded to adjust their speed, maintain a safe following distance and give road equipment—indicated by blue and amber flashing lights—the space needed to operate safely.
