On January 8, the City started accepting requests for smaller black carts, providing residents more choice and flexibility with their household's waste needs. In the first week of application intake, more than three thousand five hundred requests from residents seeking smaller garbage carts have been received.

“We are excited by the amount of interest there has been in the cart size options just one week into a two-month window for swap requests. We do encourage residents to use the online tool through their Utility Account to avoid call wait times,” says Brendan Lemke, Director of Water and Waste Operations.

As part of the Council-approved 2024/2025 Multi-Year Business Plan and Budget, the funding source for black cart garbage services has shifted from property taxes to a utility model. A fixed utility rate of approximately $9.92 per month will be in place from January to June 2024 for all households with roll-out black cart garbage services. Utility rates based on black cart size will not be in place until cart swaps are completed city-wide.

Residents with curbside collection services can assess their waste needs and choose the black cart size suited to their household. The cart sizes include the current large (360L) as well as a medium (240L) and a small (120L) black cart.

The new black cart program will have environmental benefits, while providing choice to residents. Communities that use similar approaches have seen their waste diversion rates improve by 5-17%, as residents increase their use of diversion programs and find new ways to reduce their general waste generation. Residents have shown a high interest in smaller black carts due to the ability to control costs, save space and having less garbage to dispose of.

The first cart swap request window will be open until March 1. The transition to smaller carts will take some time as the City works through exchanging the existing large black carts for smaller carts. Cart swaps will be completed April through June corresponding with collection schedules. More information regarding the cart swap process will be made available in the coming months once the first request window closes and the swap process and schedule are finalized.

If residents miss the deadline or need more time to decide, there will be another intake for cart swap requests this fall.

Saskatoon Light & Power will be removing seasonal decorations on some city streets and bridges starting January 15. Work will impact traffic in the following areas:

• University Bridge – Wednesday, January 17, between 9:00 a.m. and 3:00 p.m.  
• 2^nd Avenue – Sunday, January 21, between 8:00 a.m. and 3:00 p.m.

This will be a moving work zone and will impact traffic in both directions. Drivers are reminded to slow down in work zones and be respectful of workers.

Direct service from the Special Events Stop (23rd Street and 2nd Avenue) to see the Saskatoon Blades take on the Victoria Royals at SaskTel Centre Saturday, January 13 at 7:00 p.m., is available at the following times:

Post-event drop-off is the downtown terminal and regular fares apply ($3.00 per trip). Fare can be purchased on your mobile phone using either the TGo or Transit app, transfers and passes are also accepted. Typically, buses arrive 30 minutes before the end of an event for post-event drop-off.

Saskatoon received approximately 15 centimetres of snow since it began to fall yesterday afternoon. The snow accumulation, combined with strong winds, has created heavy snow cover, snow drifting and has reduced lanes on Saskatoon’s streets and sidewalks.   

City and contractor crews worked through the night plowing and grading snow from the driving lanes of Circle Drive and other expressways and major arterial roads to maintain safety and mobility.     

This morning, crews will complete all Priority 1 streets and move into collector streets through all neighbourhoods.  Additional equipment will be monitoring and addressing localized heavy drifting. Sanding will continue and sidewalks, bridge walkway and pathway clearing will begin.  

Six plows, 27 City and contractor graders, 19 sanders, six sidewalk plows and numerous smaller pieces of equipment will be working today to grade streets and sidewalks of snow and apply de-icing materials.   

Please keep back when you see blue and amber flashing lights to let road equipment complete their pass. 

What you can expect from us 

1. Once the snow stops, crews will complete the Priority 1 streets like Circle Drive and streets with three or more lanes in each direction, such as Idylwyld Drive, 22nd Street and College Drive.      

2. We will also clear City facility sidewalks, Meewasin Trail, pathways along major routes, and walkways over bridges and overpasses within 48 hours. 

3. Crews will then move onto Priority 2 double-lane streets like Clarence Avenue, McKercher Drive and Millar Avenue. These streets will take about 24 hours to complete. 

4. Attention will then shift to neighbourhood streets like Louise Avenue, Howell Avenue and Main Street. 

5. All priority street snow grading is completed within 72 hours of the end of snowfall.   

How you can help us 

1. When you see the blue and amber flashing lights of snow crews, please slow down, remain at least 15 metres (2.5 car lengths) behind, and be prepared to stop.   

2. Anticipate winter driving conditions and adjust your driving. This includes slowing down and allowing more space between vehicles. 

3. Clear your business sidewalks within 24 hours and residential sidewalks within 48 hours. Please keep this snow on your property.
