City of Saskatoon 2025 Rates and Fees effective January 1, 2025
The following rates and fees for City of Saskatoon services take effect on January 1, 2025.
SERVICES FOR RESIDENTS
Animal Services – Pet Licenses
There are various rate and fee changes effective January 1, 2025, for Animal Services. Visit saskatoon.ca/petlicensing for current rates.
Material Recovery Centre & Landfill
- In 2025, there are no increases to Landfill entry fees, tipping fees, specific disposal fees, or the discount for small loads.

Compost Depots
- The Compost Depot Commercial Hauler Season Permit fee remains $150 for 2025.
Waste-Related Handling Services
- Curbside Residential Garbage Program (black cart) average fees per cart per month will increase to approximately as follows in 2025: small (120 L) cart - $3.83, medium (240 L) - $7.23 and large (360 L) - $10.84.
- Curbside Residential Organics Program (green cart) average fees per cart per month will increase to approximately $7.78 per month in 2025.
- Curbside Residential Recycling Program (blue cart) average fees per cart per month will remain at $7.47 per month in 2025.
- Multi-Unit Residential Recycling Program average fees per dwelling per month will increase to $4.22 per month in 2025.
2025 Saskatoon Light & Power Electrical Rates
Effective January 1, 2025, Saskatoon Light & Power (SL&P) customers will see an increase in the Carbon Charge rate on their utility bills. For residential customers, the increase will vary depending on their electrical consumption but will amount to 1.65% on average. This is a result of the Carbon Tax on emissions from electricity generation, which was established in 2019 and has increased annually. The Carbon Charge rate is applied on a kilowatt-hour (kWh) basis. All SL&P fees and rates can be found at saskatoon.ca/ElectricalRates.
The City has historically set its rates to match those established by SaskPower. This is to ensure there are no inequities between utility customers regardless of whether their property is within the SL&P or SaskPower franchise area.
Water and Wastewater
In 2025, water and wastewater rates will increase by an average rate of 5.4%.
Property Taxes
Current Property Tax: For property tax levied in the current year that remains outstanding beyond the June 30 payment deadline, the penalty remains at 1.75% per month.
Property Tax in Arrears: For Property Tax Arrears, where a property tax balance remains outstanding beyond December 31 of the year the property tax was levied in, the penalty remains at 2.25% per month.
Corporate Revenue Service Requests
- Tax Certificates (EPTSC): $35 per certificate (no change)
- Tax Searches: $15 per search (no change)
Parking Services
- Hourly pay parking rate is $2.50 per hour. Posted time limits do apply.
- ParkedIn App is charging an additional $0.15 convenience fee on each transaction. Visit Public Pay Parking for rate information.
- There are various fee changes for the Impound Lot. Visit Vehicle Seizures for rate information.
Special Permits
Special permit information is available at saskatoon.ca/trafficpermits.

- Truck permit application fee:

Rates are effective April 1, 2025, to March 31, 2026. All rates listed exclude GST.
