Zoning Bylaw Amendments Required for Ministerial Approval

The Comprehensive Zoning Bylaw Review Project has completed with Council approving Bylaw No. 9990 by City Council on September 25, 2024. Following approval, the Zoning Bylaw was submitted to the Ministry of Government Relations for review and approval. 

Ministerial approval was granted on January 3, 2025, subject to conditions requiring minor amendments to the Zoning Bylaw and Official Community Plan.

Proposed Amendments

• Incorporating flood mapping data and definitions as provided by the Water Security Agency and in alignment with The Statements of Provincial Interest Regulations.
• Repeal Section 4.3.6 - Revocation of a Development Permit

The Official Community Plan (OCP) and Zoning Bylaw amendments were approved by City Council on March 26, 2025. The amendments to the OCP require approval from the Ministry of Government Relations at the Province of Saskatchewan and are therefore not in effect until this has been received.

Zoning Bylaw Review Project

The Zoning Bylaw is a regulatory document that facilitates implementation of the City of Saskatoon's Official Community Plan.   All land in the City of Saskatoon is assigned a zoning district and subject to development standards associated with the zoning district. Parking, permitted uses, and setbacks are included in these regulations. 

The Zoning Bylaw underwent a comprehensive review that was completed in 2024. Further information on the project can be found here.
