Application Update - February 2023
An online public information meeting was held on September 13, 2022 and a public comment period closed on September 30. Please see the recording of the meeting and a Q&A summary document.
Following the public comment period, additional information was requested from the applicant and further analysis undertaken. New information is now available for review:
- Shadow study – submitted by Modus Ventures;
- 3D building renderings with markups of proposed changes –submitted by Modus Ventures; and
- Eastlake Area Traffic Impact Assessment – City of Saskatoon Transportation Department.

Proposal
Modus Ventures Corp. has applied for a rezoning at 509 12th Street East in Nutana, subject to a Zoning Agreement, to facilitate the development of a commercial/office building.
The proposed development is an 8-storey building consisting of:
- Main Level: 368 m² of commercial retail along 12th Street East, enclosed parking, and vehicle access from the lane;
- Levels 2-4: enclosed parking (101 spaces total), residential unit on level 4; and
- Levels 5-8: approximately 3,200 m² of office space.
Official Community Plan Land Use Amendment
All property in the City of Saskatoon is assigned a land use designation under the City of Saskatoon’s Official Community Plan, Bylaw No. 9700. Land use designations establish the general use and character of a site or area to help ensure that development takes place in an orderly, rational manner. Each land use designation is distinct in its purpose and density/intensity of use.
The applicant has applied to amend the land use designation from “High Density Residential” to “Special Area Commercial” (see map below). High Density Residential has the potential for a range of residential building types (such as low-rise, mid-rise, and high-rise multiple-unit dwellings) and community uses. Special Area Commercial has the potential for commercial development that, because of unique attributes such as location, type of use, or development history, do not fit into the typical hierarchy of commercial development.
Rezoning by Agreement
The subject property is currently zoned PUD – Planned Unit Development District. A PUD Agreement from 1988 provided for an 8-storey multiple-unit dwelling with 36 units at this location.
The applicant is proposing to rezone the property to B5B – Broadway Commercial District, subject to a Zoning Agreement (see map below). A Zoning Agreement would ensure that only the specific development proposal put forward by the applicant could be constructed (more information on Zoning Agreements is available in the Background tab.
The purpose of the PUD District is to recognize existing Planned Unit Developments. The purpose of the B5B District is to recognize the historic Broadway Commercial area and facilitate mixed use development including a range of commercial, institutional and residential uses in medium to high density form.
