Discretionary Use Proposal
A Discretionary Use application has been submitted from Navjot Kaur and Manmohanjit Jheetey requesting approval to develop a Day Care with a maximum for 65 children and 10 staff members at any given time in Units 90, 100, and 110 at 245 Evergreen Square in the Evergreen neighbourhood.
The Day Care provisions outlined in the Zoning Bylaw require an outdoor play space of 455m2 be provided with a minimum outdoor play space of 227m2 located on site and fenced. The proposed Day Care has identified an on-site outdoor play space of 244m2 . The remaining outdoor play space may be located at a nearby location provided that written approval by the Ministry of Education has been given. The applicants have applied to the Ministry of Education to use the green space at Funk Park, located adjacent to Sylvia Fedoruk Elementary and St. Nicholas Catholic School, to fulfill the remaining outdoor play space requirement. Prior to operating, the applicant will be required to obtain appropriate licensing and approval from the Ministry of Education, Early Years Branch.
This site is zoned B1B - Neighbourhood Commercial – Mixed Use District under Bylaw No. 8770, 2009, The City of Saskatoon Zoning Bylaw (Zoning Bylaw). The B1B District permits mixed use development which may include a limited range of commercial and institutional uses, as well as medium density residential uses, that are generally compatible with residential land uses and which are intended to serve the needs of residents within a neighbourhood. Day Cares are considered a Discretionary Use in the B1B District.
