City’s 2024 Assessment Roll opens; 30-Day Assessment Review & Appeal period begins

- If you have questions about your property's assessment, tax class, or exemption status, please contact Assessment & Valuation at 306-975-3227. Most assessment-related questions can be resolved by speaking with an assessor before deciding to file a formal appeal for your property. Detailed assessment and tax information about your property can also be viewed by entering your property’s address into the Property Assessment & Tax Tool.
- If you would like to proceed with filing a formal appeal with the City’s Board of Revision regarding the valuation, classification or content of your property’s assessment, your Notice of Appeal and the accompanying fee must be received during the 30-Day Assessment Review and Appeal period January 2 to February 5, 2024.
- A property owner does not need to receive a 2024 Assessment Notice in order to file a formal assessment appeal in 2024. Property tax is not included in the appeal process. An informative guide will accompany the 2024 Assessment Notice mailing.
- Property owners have the option to apply for and pay online for property assessment appeals, visit saskatoon.ca/assessmentappeals

Starting today, January 2, the City of Saskatoon will mail 2024 Assessment Notices to approximately 13,000 residential and commercial property owners in Saskatoon who, since January 1, 2023, have had a change to their property’s assessment, tax status or ownership. (Bylaw No. 8067, Assessment Notices Bylaw, 2002).
The City's 2024 Assessment Roll, a listing of all property assessments in Saskatoon, opens for public inspection on January 2, 2024, and will remain open until February 5, 2024. Inspection of the roll can be in person at the Assessment and Valuation Office located at 325 3rd Ave N, one block north of City Hall, between the hours of 8 a.m. and 5 p.m., excluding Saturdays, Sundays and statutory holidays, or online using the Property Assessment & Tax Tool at saskatoon.ca/taxtool.
“The 30-Day Assessment Review and Appeal period is an important time for property owners to review their property’s assessment for accuracy, fairness and equity,” says Bryce Trew, City Assessor. “Our Assessment and Valuation team is dedicated to answering any assessment-related questions property owners may have, connect with us, we’re here to help.”

New hours of operation at the Material Recovery Centre and landfill

The Material Recovery Centre and landfill will have new hours of operation beginning Tuesday, January 2. The new hours of operation are 8:00 a.m. to 4:45 p.m. year-round, with the only closures on December 25 and January 1.

Curbside collection schedule changes begin January 2
December 28, 2023 - 8:00am
New curbside collections routes will be in effect beginning next week. Households with curbside collections have green, blue and black roll-out carts that are collected bi-weekly from the front street or back lane.
Significant changes to collection routes have been made aiming to reduce fuel consumption and create efficiencies to keep costs lower and cut greenhouse gas emissions. Residents can check the collection calendar to make sure they know their new pick-up dates.
Due to these changes, some neighbourhoods will experience longer periods between collections for certain carts at the beginning of January. The City would like to thank residents in advance for their patience as it makes these necessary improvements.

Make a safe choice and ride the bus for free on New Year’s Eve

Saskatoon Transit and SGI have partnered once again to offer free evening bus service on New Year’s Eve.
Free service will be available on Sunday, December 31 from 7 p.m. until 3 a.m. on January 1 (times may vary slightly by route). Registered Access Transit customers can also reserve free service until 2 a.m.
SGI has partnered with local transportation agencies in Regina, Moose Jaw, Prince Albert, and Saskatoon to help minimize the occurrence of driving while under the influence.
“Free service removes any financial barrier to planning a safe ride home after a night out,” says Cory Shrigley, Customer Service Manager, Saskatoon Transit. “We are thankful to have SGI as a partner to offer a safe alternative to impaired driving.”
Everyone is encouraged to think about using a variety of transportation modes on busy nights like New Year’s Eve. Plan your trip before heading out using the real-time mobile app Transit or Google Maps Transit. Multi-modal options are available to seamlessly integrate trips with Riide or Uber with Transit+. By combining transportation modes wait times and costs can be minimized.

Recreational pond use – ice thickness testing complete

The Saskatoon Fire Department has completed ice thickness testing at storm water retention ponds around the City. The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational use. All recreational ponds have surpassed the minimum required thickness. Signage has been updated accordingly at each pond.
Residents are reminded to check the posted signage each time they consider using the pond. If the sign displays a green “Skating Permitted” icon, the ice has been confirmed safe to use. Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including shoveling, flooding, as well as user safety.
Only select storm water ponds are designated for recreational use. Please visit www.saskatoon.ca/ponds for a list of ponds permitting winter recreational use and to learn more about the Recreational Uses of Storm Water Retention Ponds policy.

Holiday Pay Parking Reminder
December 22, 2023 - 10:30am
- Customers are responsible for entering the correct licence plate information when paying for parking at a Flex Parking station or when using the ParkedIn app.
- Parking time limits vary by location. Watch for signs wherever you are parking.
- If you have reached the posted time limit but need more time in the area, move your vehicle around the corner or across the street.
- Balances on a parking purchase can be carried forward to another parking space in a new location.
- Additional parking time can be purchased, but only up to the maximum allowable time posted.
Residents are reminded the City’s FlexParking pay stations will require payment on Boxing Day, Tuesday, December 26, 2023.
Payment will not be required on Christmas Day, Monday, December 25, 2023, and New Year’s Day, Monday, January 1, 2023.
Public parking in the Downtown, Broadway, Riversdale, River Landing, and Sutherland areas, as well as streets adjacent to St. Paul’s and Saskatoon City Hospitals are metered from 9 a.m. to 6 p.m., Monday to Saturday. Payment is not required outside these hours, on Sundays, or on statutory holidays (New Year’s Day, Family Day, Good Friday, Victoria Day, Canada Day, Saskatchewan Day, Labour Day, Thanksgiving Day, Remembrance Day and Christmas Day).

City of Saskatoon advances Active Transportation Plan with Avenue C Project approval

Saskatoon City Council has approved in principle the Connecting Avenue C: Walking and Cycling Improvements project report, which details plans for the All Ages and Abilities (AAA) cycling route.
“The initiative aligns with Saskatoon’s Growth Plan and Active Transportation Plan, focused on cultivating a vibrant, sustainable and accessible community for present and future generations,” says Jay Magus, Director of Transportation.
Avenue C, a north-south route, from Spadina Crescent West to 45th Street West, is slated for a transformative transportation upgrade in three phases, which are aimed at fostering accessibility, comfort, convenience and safety for pedestrians and cyclists.
Improvements will be completed in three phases, with the highest priority segments being completed first. It’s recommended for Spadina Crescent to Jamieson Street to be completed in Phase One, Jamieson Street to 38th Street in Phase Two and 38th Street to 45th Street for Phase Three.
Vehicle travel lanes for the entire proposed stretch are planned to be maintained with varied options for separate Active Transportation pathways. *See Attachments
This project responds to the City’s pledge outlined in the Active Transportation Plan, emphasizing economic, health, environmental, societal and safety benefits that robust active transportation infrastructure brings.
The Connecting Avenue C: Walking and Cycling Improvements project encompasses sidewalks, protected bike lanes, neighbourhood bikeways and shared-use pathways, including safety measures such as curb extensions, raised crosswalks and accessibility ramp installations.
Extensive community involvement occurred across three phases integrated into the design process, reflecting the city's commitment to engaging residents in shaping their environment.
Pending detailed design refinements and funding considerations in upcoming City Council discussions, this project signifies Saskatoon's dedication to creating a more connected and accessible city for its residents.

City Council directs review to remove minimum off-street parking requirements

At the Regular Business meeting on December 20, 2023, City Council voted to direct Administration to review and make recommendations for the removal of minimum parking requirements from the Zoning Bylaw. This will allow developers, homeowners and businesses to decide how much onsite parking to provide on their properties, rather than it being mandated by the City.
“Removal of minimum parking requirements provides flexibility for property owners to make decisions on how to most efficiently use their own land,” says Lesley Anderson, Director of Planning and Development. “While accessible parking and bicycle parking will still be required, removing mandatory minimums as many other cities have done across North America has been shown to reduce permit wait times, improve affordable housing opportunities as space is opened up for more homes, and also supports the City’s goals for sustainability and environmental leadership by reducing regulations that incentivize automobile use and supporting more sustainable transportation options.”
To support the City’s Housing Accelerator Fund Application to the Federal Government, at its Regular Meeting, November 22, 2023, Council approved a motion for City Administration to bring forward a proposed Zoning Bylaw amendment to remove parking requirements from areas defined within the Corridor Areas and report back to a Public Hearing in the first quarter of 2024. Today’s decision directs Administration to develop recommendations for areas across the City and to bring those forward to Committee and Council as required.
“Only off-street parking will be affected by the removal of minimum parking requirements. On-street parking and the Residential Parking Program (RPP) are outside of the scope of this review,” says Anderson. “Impacts for on-street parking will be monitored and will be managed separately.”

City of Saskatoon 2024 Rates and Fees effective January 1, 2024

- In 2024, there are no increases to Landfill entry fees, tipping fees, specific disposal fees, or the discount for small loads.

- The Compost Depot Commercial Hauler Season Permit fee remains $150 for 2024.
- In January 2024, the cost of curbside residential garbage services (black cart) will be removed from property taxes and transition to a monthly utility rate.
- A fixed utility rate of approximately $9.92 per month will be in place from January to June 2024 for all households with rollout black cart garbage services.
- The new utility fees, based on cart size you choose, will not start until mid-year following cart swaps. To see the rates and cart sizes, visit saskatoon.ca/blackcart.
- Curbside Residential Recycling Program (blue Cart) fees per household will remain at $7.47 per month in 2024.
- Multi-Unit Residential Recycling Program fees per household will increase to $4.10 per month in 2024.
- Curbside Residential Organics Program (green cart) fees per household will increase to to a monthly average of $7.29 per month in 2024.
- Tax Certificates (EPTSC): $35 per certificate

2024 Saskatoon Light & Power Electrical Rates
Effective January 1, 2024, Saskatoon Light & Power (SL&P) customers will see an increase in the Carbon Charge rate on their utility bills. For residential customers, the increase will vary depending on their electrical consumption but will amount to 0.3% on average. This is a result of the Carbon Tax on emissions from electricity generation, which was established in 2019 and has increased annually. The Carbon Charge rate is applied on a kilowatt-hour (kWh) basis.
The City has historically set its rates to match those established by SaskPower. This is to ensure there are no inequities between utility customers regardless of where their property is located, within the SL&P franchise area or SaskPower’s.
Water and Wastewater
In 2024, water and wastewater rates will increase by an average rate of 4.6%.
Late Payment Penalties on Property Taxes effective January 1, 2024
Current Property Tax: For property tax levied in the current year that remains outstanding beyond the June 30 payment deadline, the penalty is increasing from 1.25% to 1.75% per month.
Property Tax in Arrears: For Property Tax Arrears, where a property tax balance remains outstanding beyond December 31 of the year the property tax was levied in, the penalty is increasing from 1.5% to 2.25% per month.

Recreational pond use – ice thickness testing in progress

The Saskatoon Fire Department (SFD) is currently testing and monitoring ice thickness at storm water retention ponds around the city to verify their safety and integrity for recreational use.
The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational activities such as skating, broomball and hockey. Signage posted at each pond will indicate whether the pond is safe for recreational use. When the ice thickness reaches a minimum of eight inches and is considered safe, SFD will replace the “No Skating” symbol on site signs with a “Skating Permitted” image. While ice testing is underway, community members are asked to remain off storm pond ice surfaces until signage indicates the pond is safe to use.
As the weather continues to sporadically warm and cool, SFD would like to caution the public of changing ice conditions. Residents are reminded to check the posted signage each time they consider using the pond. Community members are advised to always exercise an elevated level of caution when around any large body of water. Keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to a storm water retention pond. Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including shoveling, flooding, as well as user safety.

Neault Road reopens December 21
December 20, 2023 - 7:00am
Neault Road will reopen between 22nd and 33rd streets for the afternoon commute on Thursday, December 21. New street lighting has been installed, with new signage and pavement markings in place. Single lanes of traffic will be open in each direction with reduced speed limits throughout the winter as this remains an active construction zone.
The final phase of the Neault Road project is anticipated to begin in the spring of 2024. Drivers can expect road restrictions when the final phase of the project starts. Full road closures are not expected for this last phase of the project.

Lorne Avenue will be closed at the 3rd Street intersection for a manhole repair on Thursday, December 21, starting at 8:00 a.m. Detours will be in place guiding motorists around the work zone. This project is expected to take one day to complete, weather permitting and barring any unforeseen circumstances.

Effective January 1, 2024: new late payment penalties on overdue property taxes

- Current Property Tax: This refers to property tax levied in the current year that remains outstanding beyond the June 30 payment deadline. The late payment penalty for current property tax balances will increase from 1.25% to 1.75% per month effective January 1, 2024.

soutstanding beyond December 31 of the year the property tax was levied in. The late payment penalty for property tax arrears will increase from 1.5% to 2.25% per month effective January 1, 2024.
For 2023, property owners, if you have your current year (2023) property taxes still owing after June 30, 2023, your property is currently assessed with a 1.25% late payment penalty compounded monthly up until December 31, 2023.
New! As approved via the 2024/2025 Multi-Year Business Plan & Budget, new late payment penalties will compound monthly starting January 1, 2024. The late payment penalties apply to:
Late payment penalties assessed to a property are added to the tax account and are compounded monthly.
Various tax payment options are available to property owners.
Property taxes are based on the calendar year, January to December. The City issues property tax notices in the spring each year after City Council passes the mill rate bylaw. Property taxes are due on June 30 each year, unless taxes are paid over 12-monthly instalments using the Tax Instalment Payment Plan Service (TIPPS).

Repairs to the Intersection of 8th Street and Clarence Avenue

The City is aware of the four-way stop at the 8th Street and Clarence Avenue intersection and crews are working to fix it. The electronic control pedestal was destroyed in a multi-vehicle collision Tuesday, December 12.
Given the complexity of the repair process, we hope to have everything up and running smoothly in time for the Thursday morning commute.
The safety of drivers on the road is the top priority. Drivers are recommended to consider alternate routes until repairs are completed.

Reports to help build vision for the Downtown Event and Entertainment District and a revitalized Downtown Saskatoon

The housing market is strong, and the market analysis outlines targeting an additional 200 residential units per year in the Downtown. This looks to grow Downtown’s population to 10,000 within the next two decades.

The impact of more Downtown residential development will support and strengthen businesses and organizations and make Downtown more livable as a vibrant community.

Downtown has an existing character and energy that, together with its many amenities, create a supportive environment for redevelopment.
Two information reports presented to the Governance and Priorities Committee (GPC) at the December 12, 2023, regular meeting will serve to help develop the vision for what Downtown Saskatoon could look like with the establishment of a successful Downtown Event and Entertainment District.
The first report examines the results of the Phase I Engagement of the project, outlining what respondents would like to see in the District and the wider Downtown to make the area more vibrant and livable.
“Phase I Engagement was designed to ask the public what they would like to see for amenities and space improvements in the District,” says Dan Willems, Director of Technical Services, Transportation & Construction Division. “We gathered feedback on what people appreciate about Downtown currently and what we could improve to make the area more welcoming and accessible. We took this information and are using it to help inform our upcoming plans, not only for the potential event centre/arena, but for the District as a whole.”
The Phase I Engagement, which took place from April 17 to May 18, 2023, used a number of techniques including targeted stakeholder meetings, pop-up locations for on-the-street feedback, an engagement kit, and physical and online surveys, which received 3,134 respondents. Targeted engagement remains ongoing with Indigenous leaders, Elders and Knowledge Keepers, and broader public engagement on the conceptual design is expected to take place in 2024.
The second report analyzes the market context for future development of the area. The Downtown Market Analysis of Housing and Retail Demand was completed by the City’s Technical Advisor, Stantec. Stantec’s key takeaways include:
“The analysis shows that Downtown housing growth can generate a significant increase in consumer spending in the Downtown area, creating a demand for additional retail and commercial development - that in turn supports the growing, thriving community,” says Lesley Anderson, Director of Planning and Development. “It helps illustrate that the Downtown Event and Entertainment District is not just about an event centre/arena, or a convention centre, but it is also about making Downtown Saskatoon a place where people live as well as work, an attractive and accessible place with an economic impact that goes far beyond the District’s boundary.”
The next steps in the Journey to the District include concept plans for the event centre/arena, convention centre and public spaces to be presented to City Council in early 2024, including a report on the draft funding, and the first iteration of the District Plan, which will outline the vision for the greater Downtown area.
