Blowing snow is causing low visibility; drivers urged to avoid unnecessary travel

The City strongly recommends people limit any travel on roads and sidewalks to essential trips during the current blowing snow conditions. Visibility is significantly reduced. It’s important to keep traffic to a minimum for emergency vehicles to get around the city safely.
While it snows, City crews will be monitoring road conditions and responding to ice and snow as best as they can along priority streets and busy intersections to keep Saskatoon's busiest streets clear. The wind may blow away sand and salt that we apply, so icy locations may develop as the temperature drops into the evening.
Some streets in wide open areas may have deep snow drifts that will be graded or removed with loaders if it prevents people from accessing the area once the visibility improves.
Up to five centimetres of snow is expected to accumulate today, which could require a snow event declaration that would call in contractor graders to help the City grade all priority streets over the next 72 hours.
Claypol Drive is impassible due to drifting snow; use alternative route

People driving into Hampton Village neighbourhood should avoid Claypool Dr Monday afternoon. The blown in snow is too deep for vehicles and visibility is too low for crews to safely plow the street at this time.
Other streets near wide open spaces may be experiencing similar drifting problems. Please avoid any streets where the snow may be too deep to drive through.
When the visibility improves, City crews will grade these streets to clear the driving lanes.
Reminder for property owners: Friday, February 4 is the last day to file a formal assessment appeal

Residential and commercial property owners, if you would like to file a formal appeal with the City’s Board of Revision regarding the valuation, classification or content of your property’s assessment the deadline to do so is this Friday, February 4, 2022.
A property owner did not need to receive an assessment notice in 2022 to file a formal assessment appeal this year. Information on the appeal process and required fees can be found at saskatoon.ca/assessmentappeals.
This January 2022 Assessment Notices were only mailed to residential and commercial property owners who since January 1, 2021, had a change to their property’s assessment, tax status or ownership. (Bylaw No. 8067, Assessment Notices Bylaw, 2002).
Property owners, if you have questions about your property's assessment, tax class, or exemption status, please contact Assessment & Valuation at 306-975-3227, we’re here to help. Most assessment-related questions can be resolved by speaking with an assessor before deciding to proceed with a formal appeal with fees. Property owners can also review the detailed assessment and tax information the City has on file about their property by entering the property’s address into the Property Assessment & Tax Tool.

City supporting #ActOnReconciliation campaign

- Consider taking up the suggested Reconciliation action for the month (see below) or any other Reconciliation action.
- Use the hashtag #ActOnReconciliation to share the action they’re taking and challenge their followers to also #ActOnReconciliation.
Following the first National Day for Truth and Reconciliation (NDTR) on September 30, 2021, the Saskatoon Tribal Council has initiated a campaign called #ActOnReconciliation. It’s intended to harness the momentum of NDTR and Orange Shirt Day (also September 30) and keep Reconciliation top of mind all year long.
The campaign coincides with a time when the devastating discoveries of unmarked graves at former residential schools keep coming. Yesterday, Williams Lake First Nation announced the discovery of potential human burials on the former grounds of St. Joseph's Mission Residential School in British Columbia’s central interior. The City of Saskatoon is lowering its flags to show support for Williams Lake First Nation, Survivors, and all families impacted by residential schools.
Saskatoon Tribal Chief Mark Arcand says: “Sharing how we are going to take action going forward to make reconciliation happen is the way through the dark history of Residential Schools to heal our intergenerational trauma and improve the quality of life for our people. It is by coming together united in a common cause, such as the movement #ActOnReconciliation, that we build community and strengthen relationships to move forward in a good way.”
The City is supporting this initiative by challenging its employees and Saskatoon residents to act on Reconciliation throughout 2022.
Saskatoon Mayor Charlie Clark says: “Reconciliation begins with truth. And every day, we hear more truths about the injustices that Indigenous peoples have faced in our community and our country – from hurtful comments to structural racism to the deaths of children, as we learned about yesterday from Williams Lake First Nation. We have a role and a responsibility to act on these truths, every day, with an open mind and heart, and to be part of building a community that honours all of us equally.”
The City’s Director of Indigenous Initiatives, Melissa Cote, says: “The demonstrations of support in our community for Reconciliation this fall were unprecedented—but Reconciliation is more than one day. We need to keep making steps forward on our journey to Reconciliation, as individuals and organizations; undertaking big and small actions to continue the healing in our community.”

In order to establish and maintain a mutually respectful relationship between Indigenous and non-Indigenous people, the Truth and Reconciliation Commission (TRC) found that “there has to be awareness of the past, an acknowledgement of the harm that has been inflicted, atonement for the causes, and action to change behaviour.”

Spadina Crescent closed between Queen and 33rd streets on Tuesday
January 24, 2022 - 8:00am
Spadina Crescent will be closed between Queen and 33rd streets on Tuesday, January 25, at 10:30 a.m. for manhole repair work. Detours will be in place guiding motorists around the work zone. This project is expected to take three hours to complete, weather permitting and barring any unforeseen circumstances.
Saskatoon Transit may be affected by these detours. Transit service alerts and real-time bus information is available on third-party apps like Transit and Google Maps Transit on desktop.

City declares 4th snow event: City crews continue with de-icing and road-clearing operations

This weekend’s on and off snowfall has resulted in a total accumulation of 7 cms, meeting the City’s threshold to declare its 4th snow event of the winter. At 5cm or greater, the City calls in contractor graders to help grade all priority streets quickly. Contractors also assist in clearing snow from sidewalks, pathways and walkways on bridges. Priority streets include the busiest streets in Saskatoon such as freeways, arterials, collectors and school zones.
Although most of the freezing rain predicted for Saskatoon missed us, the City still recommends drivers and pedestrians use caution on streets and sidewalks this evening and for the morning commute. Drivers should adjust their driving for the road conditions, slow down and use extra caution, leave extra room between cars, and watch for blue and yellow flashing lights on the City’s road equipment.
With the snow, fluctuating temperatures and a return to the -20’sC forecast for overnight, City crews will continue to monitor road conditions and apply de-icing materials to improve traction along priority streets, bridge decks and busy intersections.
With higher-than-average snowfalls so far this winter, the snow piles are getting bigger along priority streets. Removal of these piles is ongoing however, with the changing weather it will be interrupted as staff are reassigned to ensure driving lanes on priority streets are in good condition.
A reminder for people on residential streets where grading did not occur this winter: residential streets will be graded just before the spring melt if the snowpack on streets is 15 centimetres thick. This will help prevent deep ruts as the snow softens. The graded snow would be stored in piles in the parking lane and would not be removed.

The City recommends using caution on streets and sidewalks this weekend, with ongoing snow, fluctuating temperatures and the possibility of rain in the forecast. City crews will be monitoring road conditions and responding to ice and snow as best as they can along priority streets and busy intersections to keep Saskatoon's busiest streets clear.
City crews did an excellent job keeping Circle Drive from freezing overnight as rain, snow and ice pellets fell in Saskatoon. The salt kept the road wet, and the mild temperatures and sunny sky helped dry it out this afternoon before temperatures drop tonight. Salt and sand are being applied on all priority streets, busy intersections, and bridge walkways today, as required.

City snow crews continue to de-ice, drivers and pedestrians cautioned

Saskatoon experienced freezing rain and a light snowfall overnight, creating icy conditions on Saskatoon’s streets and sidewalks. Streets and sidewalks throughout the city became ice-covered from the freezing rain last night and this will make for challenging driving and walking this morning.
Snow crews worked continuously overnight with de-icing operations. Circle Drive is wet and slushy with some slippery spots. 18 sanders worked all night, applying de-icing materials on Saskatoon’s streets with a focus on Circle Drive, bridge decks and intersections along busy streets. Sanders will continue working day and night focusing on high speed and high traffic streets, intersections and bridge decks.

Freezing rain warning issued: City road crews ready

Environment Canada has issued a freezing rain warning for Saskatoon. Freezing rain is expected to end later this evening and turn into snow combined with heavy winds toward the morning.
Freezing rain and blowing are anticipated to cause slippery conditions and visibility issues on Saskatoon streets overnight and into Friday morning. Drivers and pedestrians are urged to use caution on the streets and sidewalks. Morning commuters may want to leave early.
18 sanders will be spreading de-icing materials on Circle Drive, freeways, high traffic streets, bridge decks and intersections overnight. Please watch for their blue and amber flashing lights and leave room for road equipment to do their work.

Saskatoon Transit possible delays and cancellations

- At temperatures of -20C and below, buses do not kneel, however the ramp at the front can still be deployed. Ask for it to be deployed should it be required.
- Stay up to date on weather conditions, weather conditions change quickly, and you need to be prepared.
- Dress for the weather, wear comfortable, loose-fitting layers to trap body heat and allow you to add and remove layers depending on the weather conditions.
Saskatoon Transit continues to experience delays or cancellations because of cold temperatures affecting buses and lack of spare parts or delays in the shipment of parts due to the Omicron variant, which in turn causes bus shortages.
Saskatoon Transit does all they can to make service and it’s difficult to know in advance which routes will be affected or cancelled. As soon as decisions are made, service alerts are issued to ensure riders have the information they need. On-Demand customers may also experience longer wait times than normal. Please expect delays in your booked ride and continue to check your pick-up time on your app.

City awarded 20th consecutive ‘AAA’/Stable credit rating from S&P Global

S&P Global Ratings (S&P) has reaffirmed the City of Saskatoon’s credit rating as the highest rating possible, a ‘AAA’ credit rating with a “Stable” outlook. The City has maintained the ‘AAA’/Stable credit rating for twenty years since S&P first began affirming the City’s credit ratings in 2002.
“We are very pleased to receive S&P Global Ratings ‘AAA’/Stable credit rating today especially given the financial challenges the City and other municipalities have weathered because of the COVID-19 pandemic. This rating supports the City of Saskatoon’s ongoing strong governance and financial management practices,” says Clae Hack, Chief Financial Officer. “The City’s prudent financial management and strategies have allowed us to continue providing essential core services while balancing our budgets during the ongoing financial disruption from COVID-19 over the last two years.”
Noting Saskatoon’s diverse economy and observing the City’s “strong operating surpluses and prudent financial management”, today’s release of the S&P Global Ratings report reaffirmed ‘AAA’ long-term issuer credit and senior unsecured debt ratings on the City with an outlook that is “Stable”.
S&P expects “the global pandemic will continue to affect economic growth in 2022 as social distancing and other preventative measures slow business activity,” but further note that they “believe this slowdown will be temporary and (Saskatoon’s) economic diversity and ongoing population growth should continue to support GDP per capita growth in line with Canada's over the forecast horizon.”
“Maintaining the City’s ‘AAA’ rating which includes a stable outlook, is important as it supports our confidence in our budgetary decisions, financial management and overall economic outlook for the City of Saskatoon,” adds Hack. “We are a municipal leader and remain assured in our ability to minimize debt as we commit to priorities within the City’s 2022-2025 Strategic Plan and undertake long-term planning for infrastructure to support our great quality of life in Saskatoon.”

Credit ratings are one of several tools that investors and lenders use when making decisions regarding an organization’s future financial strengths and weaknesses. Seasonal decorations being taken down on University Bridge on Tuesday

Saskatoon Light & Power will be taking down seasonal decorations on the University Bridge on Tuesday, January 18 from 9:00 a.m. to 12:00 p.m.
This will be a moving work zone and will impact traffic in both directions. Road users are reminded to slow down in work zones and be respectful of workers.
While seasonal, festive decorations are being taken down, winter-themed decorative lighting will remain up until March 2022.

Fire Department issues tickets, orders to ensure life & fire safety at Lighthouse

The Saskatoon Fire Department (SFD) has been closely monitoring life and fire safety at the Lighthouse Supported Living Facility. As a result, ongoing inspections dating to April 2021 have revealed a number of deficiencies that must be remedied to make sure work and living conditions at the facility do not deteriorate.
“Our focus at the Lighthouse is community safety,” says Assistant Chief Yvonne Raymer. “We want to ensure all life safety measures are in place so that any concerns or deficiencies can be easily rectified. We don’t want the issues to compound like we have seen elsewhere, so we’re keeping a close eye on the building and staying on top of inspections at the Lighthouse.”
Inspections and results:
There are outstanding issues arising from inspections that remain under investigation.
SFD will not be closing the Lighthouse; inspectors determine the risks in the building are less than the risk posed by displacing occupants. Instead, SFD has issued Orders to Remedy. The Lighthouse has been ordered to fix the hazards by the end of January. If the hazards are not remedied by then, SFD may contract the work, bill the Lighthouse for the repairs and then discuss payment terms.
Following the most recent visit to the Lighthouse on January 4, that inspection identified:
Since the January 4 inspection, the water heater has been fixed. Showers and sinks with hot water remained intact for all other suites and bathrooms. The deficiencies identified by SFD are considered to be minor and can be rectified by a plumber.
“We are not aware of the current financial situation of the Lighthouse, but it is our view that the repairs required to complete the orders are relatively minor,” notes Assistant Chief Raymer. “However, if the Lighthouse requires assistance in completing these repairs, we would invite them to reach out to the Saskatoon Fire Department to discuss their various options.”
Other deficiencies can be fixed by hiring qualified tradespeople or other service contractors that would be able to ensure the Lighthouse is a safe facility for staff and residents.

City and Canadian Tire Jumpstart Charities gift agreement proposes world-class basketball facility at River Landing: aimed at TRC Call to Action

The City of Saskatoon, Canadian Tire Jumpstart Charities (Jumpstart) and Hoist the Hoops have drafted an agreement that proposes the construction of a world-class outdoor accessible basketball facility in the River Landing area. Under the gift agreement, Jumpstart, with the support of local Canadian Tire Dealers, Dave Deplaedt and Paul Cairns, will provide a gift-in-kind for design and construction of the multi-court facility, with construction potentially to begin in 2022. The details of the updated project will be presented to City Council’s Standing Policy Committee on Planning, Development and Community Services (PDCS) on Monday, January 17, 2022.
“The Hoist the Hoops initiative has done an amazing job to bring to life a vision where youth can play basketball outside with no financial, social or other barriers,” says Andrew Roberts, Director of Recreation and Community Development. “With Jumpstart’s support to the project, Saskatoon could soon see a sports facility that serves the community in a unique and important way and will offer other benefits like camps and sporting events.”
Hoist the Hoops is a local initiative spearheaded by Michael Linklater, Marcus Storey and Michael Donauer who saw the need for an outdoor basketball facility to serve as both a sports opportunity and a way to bring community together in Saskatoon’s core neighbourhood.
City Council approved the original concept plan that was presented and agreed to provide other supports to the initiative. Jumpstart then reached out to Hoist the Hoops in the fall of 2021 to see what support they could offer, resulting in the gift-in-kind proposal and a revised concept plan.
“At Jumpstart, we know that sport and play is about more than getting active, it’s about building stronger individuals, and more inclusive and healthier communities,” says Scott Fraser, President, Canadian Tire Jumpstart Charities. “We are proud to work with our local Canadian Tire Dealers, the City of Saskatoon and the Hoist the Hoops initiative to bring this ambitious project to the River Landing community.”
The revised concept plan includes a full-size International Basketball Federation (FIBA) basketball court, two regulation 3-on-3 courts, lights, a shade shelter and up to six basketball standards with backboards, rims and nets.
The concept is rooted in the Truth and Reconciliation Call to Action #90 “To ensure that national sports policies, programs and initiatives are inclusive of Aboriginal peoples.” Throughout the planning process, a representative from Hoist the Hoops has been in discussions with Elders, Residential School Survivors and community members about the outdoor basketball multi-court facility. These discussions will continue with the community to develop the facility name and other key elements.

Registration and renewal for 2022 Green Cart Program now open

The City of Saskatoon is now accepting registrations and renewals for the 2022 Green Cart program. The Green Cart Program offers convenient front-street collection of yard and food waste every two weeks from May 2 to November 4, 2022. Current Black Cart (garbage) and Blue Cart (recycling) customers are eligible for this optional subscription program. Residents are encouraged to participate in this program to divert yard and food waste from the landfill and help in the City’s efforts to achieve 70% waste diversion. This will be the final year for the subscription program before the citywide curbside organics program launches in spring 2023.
Registrations and renewals received by the April 30th will receive the $65 Early Bird rate. On May 1, the fee will increase to $85. Residents are encouraged to register early to avoid delays at the beginning of collection season.
New Subscribers are asked to subscribe no later than March 20, 2022 if they wish to have their Green Cart delivered before the collection season begins on May 2.
Previous subscribers are reminded that renewal to the program is not automatic. If they wish to continue Green Cart collection service in 2022, they must renew and pay the seasonal fee. If they do not wish to renew their subscription, they can e-mail greencart@saskatoon.ca or call 306-975-2486 to arrange removal of their cart.

City core, emergency services maintained amid increasing Omicron presence in community & updated risk level in Saskatoon

The City is actively monitoring the Omicron variant and the impact on operations and the core services Saskatoon’s residents rely on even as the colour-coded risk level has moved to red-level status.
In Fall 2021, the City implemented a COVID-19 risk decision-making framework which presents a colour-coded risk level and measures for consideration at each level to City Council for approval near the end of each month that remain in place for the following month. For January 2022, the Council-approved status is yellow [caution].
In the interim, the framework is updated weekly to monitor any changes in the primary indicators, but no potential changes are made to the framework until the next Regular Business Meeting of City Council -- or if City Council decides to hold a special meeting. The primary indicators for the current week of January 5th indicate that Saskatoon has entered red-level status.
“We are anticipating and planning for the likelihood that City staff will need to be away from the workplace due to COVID-related illness and self-isolation resulting from the Omicron variant in our community,” says Pamela Goulden-McLeod, Director of Emergency Management Organization. “However, we want to stress to residents that core services are being maintained.”
The City has a number of measures in place to mitigate the potential of COVID-19 transmission in the workplace, including, but not limited to: an Employee Mandatory COVID-19 Proof of Vaccination or Proof of Negative Test Program, the requirement for all staff to complete a Fit For Duty health screening form prior to attending to the workplace, masking and physical distancing protocols, enhanced cleaning, physical barriers, and staff who have been working from home are continuing to do so, with in-person meetings discouraged at this time unless they are critical in nature.
“These measures have worked to keep our staff safe and services operating throughout previous waves of COVID-19, and we continue to enhance our safety plans and business continuity processes to respond to the fifth wave,” says Goulden-McLeod.
Core City Services
Goulden-McLeod says the core services currently continue: garbage collection remains on schedule; roadways snow clearing is progressing as scheduled; water treatment remains reliable and safe; wastewater processes remain unaffected; City repair and maintenance projects are happening; Saskatoon Light & Power service remains unaffected.
Saskatoon Transit, Leisure Facilities & City Hall Lobby
Saskatoon Transit service is being affected by the cold weather.
Leisure Centres, Indoor Arenas, and City Hall lobby remain open and operating with a focus on staff and customer safety under the current Public Heath Orders and previous direction of City Council. Cancellations and modifications have not been made to Leisure Centre or Indoor Arena programming at this time.
Emergency Services
The Saskatoon Fire Department is not currently experiencing any significant staffing challenges.
“We continue to watch and plan for any impact of the Omicron variant on staffing levels by reviewing our business continuity plan to ensure that core safety services can continue to operate in the community,” says Morgan Hackl, Saskatoon Fire Chief.
Saskatoon Police Service Deputy Chief Mitch Yuzdepski says community safety measures remain firmly in place.
“The Saskatoon Police Service has a business continuity plan in place to ensure that there will be no disruption to front-line services. This plan includes folding-in other police units to support frontline resources as required,” says Deputy Chief Yuzdepski.

Extended Cold continues to affect service

The extended cold temperatures continue to cause shortages of buses and delays.
Cold temperatures can cause the ‘check engine’ light to turn on and cause condensation in the air system which may freeze valves leading to suspension issues or frozen brakes. In either situation, to ensure buses are safe to operate, a mechanic must verify the condition of the bus or complete any repairs before it can return to the road.
Before leaving to catch the bus, riders are encouraged to check for service alerts on the Transit app or Google Maps Transit on desktop. “Favourite” the routes taken most often in the Transit app to receive push notifications about service disruptions. UPDATE: Groomed cross country ski trails expected to be ready January 10 to 14, 2022

Groomed cross country ski trails maintained by the City of Saskatoon are expected to be ready between January 10 to 14, 2022, at the Upper and Lower Meewasin, Diefenbaker, Kinsmen, and Forest Parks.
Ski trails were originally expected to ready the first week of January, but equipment repairs along with the cold weather have delayed the start of the season by approximately one week.
Following the completion of the main cross country ski trails, the City will begin grooming trails in 30 neighbourhood parks. This new initiative supports Saskatoon’s WintercityYXE Strategy and is run in partnership with various Community Associations throughout the city.

Heavy snowfall affecting driving conditions for morning commute

Saskatoon streets are covered in snow and Circle Drive is down to one lane in some locations due to ongoing blowing snow this morning. Drivers are reminded to slow down and use caution on the morning commute.
City crews worked through the night plowing and grading major roads through the city; however, the wind and snowfall was working against these efforts. In some locations, drifting snow is collecting in driving lanes, which may cause traffic delays.
While the snow is falling, City crews will stay focussed on keeping driving lanes clear on Circle Drive and streets with three or more lanes each way like Idylwyld Drive, 22nd Street and College Drive. Twenty-six City and contractor graders will begin grading arterial streets to keep lanes open. Sanders continue to monitor and address busy intersections, bridge decks and overpasses that at higher risk for slippery conditions, due to a layer of ice under the snow.
Once the snow has stopped, crews will move into collector streets through all neighbourhoods. Sanding will continue and sidewalks and pathway clearing will begin. Please keep back when you see blue and amber flashing lights to let road equipment complete their pass.
2022 Property Assessment Roll Opens; 30-Day Assessment Review & Appeal Period Begins

Starting today, January 4, 2022, the 2022 Assessment Notices will be mailed to approximately 15,000 residential and commercial property owners. The City will mail an assessment notice only if there has been a change since January 1, 2021, to a property’s assessment, tax status or ownership. (Bylaw No. 8067, Assessment Notices Bylaw, 2002).

The City’s 2022 Assessment Roll, a listing of all property assessments in Saskatoon, will also open on January 4 for public inspection and will remain open until February 4, 2022. Due to COVID-19 protocol, public inspection will be by appointment only, please call 306-975-3227 to book an appointment or to speak with an assessor.
If you would like to file a formal appeal with the City’s Board of Revision regarding the valuation, classification or content of your property’s assessment, your Notice of Appeal and the accompanying fee must be received during the 30-Day Assessment Review and Appeal period January 4 to February 4, 2022.
A property owner does not need to receive an assessment notice in 2022 to file a formal assessment appeal. Property taxes are not included in the appeal process. Information on the appeal process and required fees are included with the 2022 Assessment Notices or download an appeal form at saskatoon.ca/assessmentappeals.

In January 2022, property owners will also have the option to apply for and pay online for property assessment appeals. Information on this new process will be available at saskatoon.ca/assessmentappeals.
Assessment appeal hearings are public hearings. All documents filed for an assessment appeal are public records, subject to certain exceptions in The Cities Act or a confidentiality order made by the Board of Revision, and will be posted on the City of Saskatoon's website.

- In 2022, there are no increases to Landfill entry fees, tipping fees, specific disposal fees, or the discount for small loads.

- The Compost Depot Commercial Hauler Season Permit fee remains $150.00 for 2022.
- Curbside Residential Recycling Program fees per household will remain at $7.47 per month in 2022.
- Multi-Unit Residential Recycling Program fees per household will remain at $3.86 per month in 2022.
- For 2022, the Green Cart Program remains an optional service for Saskatoon residents wanting to recycle their yard and food waste.
- If you subscribe to the Green Cart Program before May 1, your seasonal fee will remain $65/year; renewals/registrations paid after April 30 will remain $85/year.
- The mandatory Curbside Organics Program is scheduled to roll-out citywide in Spring 2023.
- There will be no changes effective January 1, 2022
- Water and wastewater rates will increase overall by 2.5%.
- The Storm Water Management Charge will increase to $8.90 ($1.125 increase) per one Equivalent Runoff Unit (ERU) per month.
- This charge has been moved to the Storm Water Management Charge and will not appear on the utility bill going forward.
