#ActOnReconciliation on Friday, February 25th
February 24, 2022 - 2:20am
- Wearing your EveryChildMatters shirt or any other orange shirt.
- Taking a step towards becoming an Indigenous A-L-L-Y by posting this Indigenous Ally Poster in spaces where discussions take place about work and community. Alternately, choose another Reconciliation action.
- Using the hashtag #ActOnReconciliation, share the action you’re taking on social media.
Following the first National Day for Truth and Reconciliation (NDTR) on September 30, 2021, the Saskatoon Tribal Council has initiated a campaign called #ActOnReconciliation. It’s intended to harness the momentum of NDTR and Orange Shirt Day (also September 30) and keep Reconciliation top of mind all year long. The campaign calls for action and awareness on the last Friday of each month in 2022.
The campaign coincides with a time when the devastating discoveries of unmarked graves at former residential schools keep coming. Last week, another 54 potential unmarked residential school gravesites were located 350 kilometres southeast of Saskatoon on Keeseekoose First Nation outside Kamsack, Saskatchewan. The gravesites were at the former location of the Fort Pelly and St. Philip’s residential schools.
The City is supporting the #ActOnReconciliation campaign by suggesting a specific Reconciliation action for each month. As well, to further heighten awareness, the City will apply an orange filter to their social media accounts and light the following civic facilities in orange: City Hall, SaskTel Centre, and the Prairie Wind art installation outside the Remai Modern.
#ActOnReconciliation – February Action
On Friday, February 25th, demonstrate your commitment to Reconciliation by:
In order to establish and maintain a mutually respectful relationship between Indigenous and non-Indigenous people, the Truth and Reconciliation Commission (TRC) found that “there has to be awareness of the past, an acknowledgement of the harm that has been inflicted, atonement for the causes, and action to change behaviour.”
The City has been actively engaged – as a municipality, co-chair of Reconciliation Saskatoon, and through other community partnerships – in efforts to help raise awareness about Reconciliation and in providing opportunities to participate. Learn more at saskatoon.ca/Indigenous.

Have your say! Tree protection survey open for public input
February 23, 2022 - 1:00pm
Saskatoon’s urban forest significantly contributes to the community’s quality of life by adding character and beauty to the city, purifying the air and enriching the environment. The City currently owns and maintains over 107,000 trees within boulevards, centre medians and parks.
The City’s new Urban Forestry Management Plan, approved by City Council in 2021, recommends the development of a Tree Protection Bylaw to improve the City’s ability to protect trees on public property and educate the community about their protection.
From Wednesday, February 23 to Sunday, March 13, residents are invited to provide feedback on the development of a Tree Protection Bylaw for Saskatoon.
Tree Protection Online Survey
Open February 23 to March 13, 2022
Visit the Tree Protection Bylaw Engage Page at saskatoon.ca/engage/tree-protection-bylaw to complete the survey.
Feedback from the public survey and stakeholders will be used alongside research from other communities to seek City Council’s approval to draft a Tree Protection Bylaw for Saskatoon. Engagement results and project updates will be shared on the Tree Protection Bylaw Engage Page.

City of Saskatoon takes part in Pink Shirt Day
February 23, 2022 - 6:00am
This Pink Shirt Day, the City of Saskatoon renews its commitment to working together and creating an inclusive workplace where everyone feels safe, valued, and respected.
“The COVID-19 pandemic has affected us all and highlighted the importance of being kind and respectful of one another. By wearing a pink shirt on this day, we stand together against bullying and advocate for kindness, respect, and inclusivity,” says Terry Schmidt, General Manager of Transportation & Construction.
The City of Saskatoon will be showing their support on the day by encouraging staff to wear pink to raise awareness and providing staff with education and tools on workplace bullying and how to report it.
Watch for Saskatoon Transit vehicles who can be spotted around the city sporting pink t-shirt decals. Roadways, Fleet & Support have also added pink shirt decals to their trucks and graders to raise awareness of the day.
About Pink Shirt Day
Inspired by an act of kindness in small-town Nova Scotia, Pink Shirt Day acts to raise awareness of bullying in schools, workplaces, homes and online, as well as raise funds to support programs that foster children’s healthy self-esteem. To learn more, visit www.pinkshirtday.ca.

Use caution on streets and sidewalks Sunday; rain, light snow and temperature drop expected
February 19, 2022 - 10:00am
With snow melting in plus temperatures Saturday afternoon and a mix of rain and light snow through the evening and into the night, and a big drop in temperature overnight, streets and sidewalks will be icy on Sunday. Please drive carefully and use caution on sidewalks and across parking lots.
City crews with sanders will be using de-icing material as needed and then sand as the temperature drops, for traction at high-traffic locations on Circle Drive, freeways and high traffic intersections.
18 sanders will be spreading de-icing materials Saturday and Sunday, focusing on Saskatoon’s highest traffic streets, bridge decks and intersections. Please watch for their blue and amber flashing lights and leave room for road equipment to do their work.
Rut shaving in back lanes and on skipped local streets continues during the day through the weekend, with snow removal on priority streets on-going at night.

Snow clearing and sidewalk safety reminders during freeze-thaw conditions
February 18, 2022 - 10:30am
- Clear snow before it settles, hardens and packs-down
- Chip ice during the day when it is soft and easier to break
- Using sand or salt to increase traction and/or melt ice from the sidewalk
- Keep snow on your yard to keep drains and curbs clear
As we enter another freeze-thaw cycle this weekend, the City would like to remind residents to be safe while clearing snow and ice from sidewalks and other areas. Here are some tips to keep in mind:
Keeping sidewalks safe for pedestrians
Be a good neighbour and help prevent slips and falls by clearing sidewalks adjacent to your property within 48 hours from when any snow, ice or debris builds up.
What you can do:
Preventing a fall
If you encounter snow and/or ice on the sidewalk, walk like a penguin!
Keep your weight over your front leg, take small steps and maintain a shoulder-width foot separation with your toes angled outwards; doing this will increase your stability and helps reduce the risk of a fall.
Help our firefighters
If you have a fire hydrant located on or near your property, help our firefighters by keeping the hydrant free of snow and ice. Please clear a one metre (3 feet) perimeter around it. In an emergency, seconds count; this will help firefighters locate and efficiently connect to the hydrant in the event that you or your neighbours experience a fire emergency.
For more information, visit saskatoon.ca/goodneighbour.

February 16 – Final rut shaving in neighbourhoods, returning to skipped streets
February 16, 2022 - 6:00am
With only a couple of neighbourhoods in progress, the neighbourhood rut shaving is nearly complete. City and contractor crews are returning to the residential streets that were skipped during the first round in their area due to heavy on-street parking. These streets are expected to be finished by the end of the weekend. Back lane ruts are also being addressed starting this week. Find more information at saskatoon.ca/snow.
Skipped residential streets
Individual streets that were too narrow for graders to enter due to parked vehicles will have No Parking signs posted along the street, the day prior. This work will occur during the daytime only when fewer people will be at home with their vehicle, and are less likely to need to plug their vehicle because temperatures are milder. If a vehicle remains on the street that is scheduled for rut shaving, it may be towed to a nearby street.
Back lane ruts
City grader teams have started levelling work in severely rutted back lanes during daytime hours. Once contractor crews finish up rut shaving through neighbourhoods and address the skipped streets over the weekend, more resources will be added to back lane levelling.
Priority street snow removal
Snow removal on priority streets started back up last night and will continue each night. As this work moves into priority 2 and 3 streets, No Parking signs will be posted so that equipment can haul out the snow. Once all rut shaving is completed, additional resources will be moved to snow removal on priority streets.
Thank you for your patience and for leaving space for our operators and equipment to safely do their work.

February 15 - Rut shaving on residential streets continues
February 15, 2022 - 1:03am
City and contractor graders continue to work day and night shaving down the top layer of ruts on residential streets. More than 90 per cent of rut shaving on residential streets has been completed and crews are beginning to return to skipped streets. Some streets were skipped if parked vehicles made them too narrow for graders to make an effective pass. No Parking signs will be posted on skipped streets. Vehicles left on a scheduled street will be towed to a nearby street.
Thank you for your patience and for leaving space for our operators and equipment to safely do their work.
For daily progress updates and frequently asked questions, visit saskatoon.ca/snow.
February 14 – Rut shaving on skipped residential streets, industrial areas and back lanes to be addressed this week
February 14, 2022 - 9:35am
The City has completed more than 60 per cent of rut shaving on residential streets and expects to complete all neighbourhoods by Wednesday. Streets were skipped if parked vehicles made them too narrow for graders to make an effective pass. City and contractor crews will be rut shaving on skipped streets and begin addressing industrial areas and severe ruts in back lanes this week.
Blocked driveways
Every street is being inspected within 24 hours of rut shaving and a clean-up team will address snow ridges that are obstructing driveway access within a few days.
Skipped streets
Streets skipped will be posted with No Parking signs for rut shaving starting today. Vehicles left on a scheduled street will be towed to a nearby street. We expect to complete all skipped streets by the end of the weekend.
Industrial neighbourhoods
Rut shaving in industrial neighbourhoods will start tonight and continue until completed.
Back lane ruts
Grading in back lanes with severe ruts will begin this week. The lanes are narrow, and people should ensure their collection carts are pulled onto their property for the operator’s safety and to prevent damage from the large equipment.
Forecast for snow
The Environment and Climate Change Canada weather forecast for Saskatoon is for 2-4 centimetres on Monday night and again Tuesday. When it snows, some operators will be reassigned to plowing and sanding on priority streets. If there is more than 5 centimetres of snow, all City crews and most of the contractors will stop rut shaving and move to grading on Priority 1, 2 and 3 streets.

Grading begins tonight to improve mobility on residential streets with severe rutting
February 10, 2022 - 11:45am
Mild temperatures over the past couple of days are creating deep ruts on some residential streets. City and contractor crews are shifting their focus to shaving down the deep ruts where people are getting stuck or there’s a risk of damage to vehicles.
Beginning this evening, graders will start to shave the top layers of ruts on residential streets with severe rutting and store the snow in the parking lane. Snow removal may only occur in areas where there is no room to store the snow.
“To open up these streets quickly for residents, we need to move fast,” says Terry Schmidt, General Manager of Construction and Transportation. “Colder temperatures are coming soon which will make grading harder for us.”
Grading will be done by neighbourhood starting on the streets where the ruts are at least 15 centimetres deep, making it challenging for smaller vehicles. We will go around parked cars but encourage people to move vehicles if there is off-street parking available.
On streets with heavy on-street parking that are too narrow for our equipment, we will post No Parking signs in advance and relocate vehicles left on the street.
The work will occur day and night and we hope to complete all severely rutted streets within the next two weeks. This may be extended if there is a snow event that requires some staff to address priority street grading.
While grader operators attempt to keep driveways unobstructed, short snow ridges may be left behind. The location may be inspected for clearing if it completely blocks a vehicle from accessing the driveway.
Starting tomorrow, regular updates will be provided on saskatoon.ca/snow with neighbourhood locations. Note that grading will accommodate garbage and recycling collection schedules. Thank you for your patience and leaving space for our operators and equipment to safely do their work.
Caution on streets and sidewalks: rain, snow, high winds and a drop in temperature expected for Saskatoon
February 10, 2022 - 9:46am
Hold onto your hats, Saskatoon! Environment and Climate Change Canada tells us that these high winds may be joined by rain, snow and a temperature drop this evening.
Streets and sidewalks remain wet and slushy from recent rainfall, which is expected to freeze into the evening as temperatures drop quickly from the plus side to minus 12 degrees Celsius.
City crews have been applying sand at intersections along residential streets with packed snow; clearing a path to catch basins where water is ponding on streets from melting snow; and maintaining utility cuts on streets filled with gravel that softened with the warm temperatures.
Staff and equipment are prepared to respond to any type of weather affecting road conditions overnight and around the clock.
Drivers should adjust their driving for the road conditions, leave extra room and watch for blue and yellow flashing lights on road equipment.
More information will be provided today about our plan for addressing severe rutting that is forming on some streets.

Overnight rain causing wet and slippery conditions on residential streets and sidewalks
February 10, 2022 - 1:00am
Saskatoon experienced several hours of rain leaving streets and sidewalks wet and icy this morning. Priority streets that have been snow graded are wet with slippery spots this morning; however, streets with packed snow are very slippery. Drivers and people using the sidewalks should use caution.
City sanders were out all night and 16 units are actively applying salt and sand this morning, focusing on major streets, bridge decks and intersections.

More than 1,200 traffic safety improvements identified through Neighbourhood Traffic Reviews
February 9, 2022 - 1:00pm
City transportation engineering staff collaborated with thousands of residents to complete 77 traffic reviews in all established neighbourhoods across Saskatoon since the first Neighbourhood Traffic Review (NTR) in 2013. City staff recently completed the final neighbourhood review planned for this program, marking a significant achievement.
“Rather than looking at each traffic concern individually, we took a step back and considered the traffic movements, safety requirements and local input for the entire neighbourhood,” said Jay Magus, Director of Transportation. “Public consultation with residents in the neighbourhood was key to understanding and solving each issue.”
The NTR program was established to address concerns about speeding, pedestrian safety and short cutting traffic from residents in a holistic manner, one neighbourhood at a time. Each review included community meetings, followed by traffic studies to measure vehicular speeds, traffic volumes and pedestrian usage. The data was then analyzed and reviewed to develop recommendations which was presented to residents, businesses and stakeholder groups for review and feedback.
“Our neighbourhood approach to traffic safety was very efficient for reviewing the issues, and also for budgeting and installing any recommended signage, devices and traffic calming measures,” said Magus. “A minimum of eight reviews would occur in one year, then we would do the majority of the work for those neighbourhoods the following year.”
The City of Saskatoon’s Neighbourhood Traffic Review program was recognized by the Association of Professional Engineers and Geoscientists of Saskatchewan in 2019 with the Exceptional Engineering/Geoscience Project Award and by the Project Management Institute, North Sask Chapter, with their Project of the Year Award in 2016.
The City would like to thank all residents who participated in the public engagement, as well as the Saskatoon Police Service, City Councillors, Community Associations, Saskatoon Public Schools, Greater Saskatoon Catholic Schools and Great Works Consulting for their partnerships.
Neighbourhood Traffic Review final reports and implementation status are available at saskatoon.ca/ntr. Residents can request a traffic review for speeding concerns by using the Traffic Calming Guide and form at saskatoon.ca/trafficcalming. Other traffic concerns can be reported to our Customer Care Centre at 306-975-2476 or transportation@saskatoon.ca.
City Council approves COVID protocols pending Sask. Government end to Public Health Orders
February 8, 2022 - 10:01am
At a Special Meeting of City Council this morning, Council approved a number of resolutions to guide the City’s response to COVID-19 in the community and continue to protect the health and safety of residents, customers and employees once provincial Public Health Orders are lifted later this month.
Council approved the removal of Proof of COVID-19 Vaccination or Negative Test Requirements for City of Saskatoon facilities when the Government of Saskatchewan rescinds the “Public Health Order Proof of COVID-19 Vaccination or Negative Test”, effective Monday, February 14.
Council unanimously recommitted to keeping in place the requirement that all residents and visitors accessing all City facilities, including when travelling on Saskatoon Transit, wear a mask upon the rescission of the existing “Public Health Order Mandatory Isolation and Face Covering” by the provincial government, which is anticipated to occur at the end of February.
Council also directed that Administration continue to provide masks for patrons of Saskatoon Transit, and report back on ways to increase enforcement or conflict resolution support on Transit in regards to the use of masks before the end of the month.
Further, Council has requested that the Administration provide a report to Governance and Priorities Committee (GPC) on a monthly basis, starting in March 2022, providing a written COVID update that includes a recommendation on whether to continue the requirement of masking for all persons accessing all City facilities.
For the latest updates, visit saskatoon.ca/covid-19.

USask-City of Saskatoon study finds ways to divert edible food from landfill
February 8, 2022 - 4:01am
Diverting edible items from the landfill to improve food security is an easy cause to support. Removing the barriers to make it happen, however, can be complicated.
A new joint study by the University of Saskatchewan (USask) and the City of Saskatoon, Promising Practices in Food Reclamation in Saskatoon, found ways to minimize the food being discarded.
The project took place through Research Junction, an innovative partnership between the city and the university. Research Junction awards funding to projects that apply advanced research methods to address current issues in Saskatoon.
Rachel Engler-Stringer of USask’s Community-University Institute for Social Research was a lead researcher on the project.
The team performed a survey of best practices in food diversion, and gathered information from a wide variety of stakeholders, including food retailers and organizations on the front lines of providing food to clients in Saskatoon.
Once they understood the logistical and infrastructure barriers to diverting food, researchers developed recommendations to address this widespread issue. It is estimated one-third of the food produced worldwide and 30-40 percent of all food produced in Canada annually is wasted or lost.
“We tried to make it very practical,” said Engler-Stringer, who is also associate professor in the Department of Community Health and Epidemiology at USask’s College of Medicine. “I hope that a number of our recommendations will be taken up and there will be significant change in Saskatoon.”
In particular, she would like to see a food recovery association created in partnership with governments, as well as a social enterprise established to “upcycle” or transform surplus food for other uses.
Farhad Lashgarara, who was a principal researcher for the study, said it is necessary to both create ways to divert food from landfills and provide disincentives for simply discarding it.
“It is now easier to just throw things away,” he said. “We need to change that equation.”
Other recommendations include a public awareness campaign, the use of phone food diversion apps, and inclusion of food diversion in city planning processes.
This initiative aligns with Saskatoon’s Solid Waste Reduction and Diversion Plan that provides clear actions the city can take to produce less waste and recycle and compost most of it. The report was presented to the Standing Policy Committee on Environment, Utilities and Corporate Services on Monday, February 7, 2022.
“With these two strategies coordinated, the city is looking toward the next steps to act on their recommendations,” said Jeanna South, Director of Sustainability for the City of Saskatoon. “The upcoming regulation for businesses to start diverting the food waste they generate in 2023 presents an opportunity to encourage reduction and redistribution of food that otherwise would become waste, thus saving disposal costs while benefiting our community and environment.”
