Spadina Crescent closed between Prince of Wales Avenue and Windsor Street starting Tuesday
September 5, 2022 - 7:00am
Spadina Crescent will be closed between Prince of Wales Avenue and Windsor Street starting Tuesday, September 6, at 7:00 a.m. while crews install a new fill main (pipe) for the Spadina Lift Station project. Detours will be in place guiding motorists around the construction zone. This work is expected to take a month to complete, weather permitting and barring any unforeseen circumstances.
The Meewasin Trail will also be closed while this work is underway, however, a temporary trail will be in place to accommodate pedestrians and cyclists.
Construction of the new lift station on Spadina Crescent will continue until 2023. For more information about the project, please visit saskatoon.ca/liftstation.

Bunkhouse Studio Open House Saturday, September 10

The public is invited to visit the artist studios and gallery in the historic Bunkhouse at the Saskatoon Forestry Farm Park and Zoo. Six artists currently in residence in the Artists in Place: The Bunkhouse Project are hosting a studio open house and come and go exhibition of their work on Saturday, September 10 from 1:00 p.m. to 3:00 p.m.
Visual artists Aarin Rinas, Emilie Neudorf, Jeanette Munro, Jordan Baraniecki, and Kei Tanaka, and theatre artist Yulissa Campos will be welcoming the public into their studios. Their residencies began in June of 2022 and run until March 31, 2023. Learn more about the artists at saskatoon.ca/bunkhouse.
This is the first opportunity for the public to visit the Bunkhouse since renovations were completed in 2019. Residents are encouraged to visit the space and talk with the artists about what they are working on during their residencies.

Pruning ban for elm trees ends today
September 1, 2022 - 9:00am
The province-wide pruning ban for elm trees ends today, Thursday, September 1. The pruning ban is in place each year from April 1 to August 31 to ensure that elm bark beetles, which transmit Dutch elm disease (DED), are not attracted to freshly pruned trees when the beetles are most active.
Provincial regulations also prohibit the storing, transport and use of elm wood for any purpose. This includes wood chips, firewood, wood slabs and branches. The only permitted movement of elm wood is to the City’s designated disposal site at the City Landfill.
Elm trees make up about 25% of Saskatoon's urban forest. Last year, the City confirmed its third case of DED since 2015 in an elm tree located in Leif Erickson Park in the Westmount neighbourhood. As part of the City's DED Response Plan, the infected tree was immediately removed and disposed of at the City Landfill. The City will continue surveillance and testing of public and private elm trees in the surrounding area with an intensive search for elm material and other sources of infection.
The most effective management strategy for DED is to not transport or store elm wood. Infected firewood is the most likely way that DED would be brought into Saskatoon. In addition, keeping elm trees healthy by regularly watering and properly removing and disposing of dead and dying branches will deprive the elm bark beetle of its habitat.
How to identify and report unhealthy elm trees
American elm trees with DED may start showing symptoms as early as June. Typically, the leaves will start to wilt and turn yellow out of season from June to mid-August, then curl and turn brown. Anyone suspecting that an elm tree is unhealthy is encouraged to complete the online form at saskatoon.ca/dutchelmdisease or call Urban Forestry at 306-975-2890.
By following the provincial regulations and maintaining elm trees on your private property, all residents can help prevent the spread of DED in Saskatoon.

Celebrating Labour Day with fireworks

- Carefully read and follow the manufacturer instructions.
- Exercise increased caution when handling and discharging any type of firework.
- Choose your location wisely. Fireworks can only be discharged on private property.
- Familiarize yourself with the space requirements for the type of firework being discharged. Requirements vary depending on the firework type.
- Ensure your location is free of overhead obstructions, is clear side-to-side and is a safe distance from combustible materials.
- Ensure that it is not windy and that all spectators are safely located to observe the display.
- Be sure to properly stabilize the firework according to manufacturer direction.
- Other than sparklers, never light or hold a lit firework in your hand.
- Always light the fuse at its tip.
- Never try to relight or fix the fuse on fireworks that did not go off.
- Have a supply of water available and use it to extinguish debris or smouldering embers before they cause injuries, property damage and/or fires.
- Keep in mind that you are solely responsible for any debris that may land on spectators or another’s property.
The Saskatoon Fire Department would like to remind residents and visitors of safe practices for purchasing, enjoying and disposing of fireworks. This Labour Day, low-hazard fireworks can only be discharged on private property between the hours of dusk and 11:00 p.m. on Monday, September 5.
Low-hazard fireworks are designed for public recreational use. These fireworks travel less than 50m (160ft) high and include items such as roman candles, sparklers, fountains, wheels, volcanoes, mines and snakes.
High-hazard fireworks are designed for professionals and can only be purchased by persons holding a valid Fireworks Supervisor – Level I or Level II card issued by Natural Resources Canada.

Saskatoon Light & Power to match SaskPower: new electrical rates effective today, September 1

City Council at its August 29, 2022, meeting approved the Standing Policy Committee on Environment, Utilities and Corporate Services recommendation to match SaskPower’s approved electrical rate increases. The new rates will be effective starting today, September 1, 2022; as approved, a second rate will take effect on April 1, 2023. The Federal Carbon Charge is anticipated to increase on January 1, 2023.
The City of Saskatoon, and thereby Saskatoon Light & Power (SL&P) as a reseller of electricity matches its power rates to those established by SaskPower. This is to ensure equality between utility customers regardless of where they live in Saskatoon - within SL&P’s service provider area or SaskPower's.
The most recent general increase in electricity rates occurred on March 1, 2018, when a system-wide average increase of 3.5% came into effect. Since then, the Federal Carbon Charge has been implemented with annual adjustments. The Government of Saskatchewan also provided the Saskatchewan Economic Recovery Rebate in the amount of a 10% reduction in rates from December 1, 2020, to November 30, 2021.
SaskPower indicated in their current rate application that the main drivers of the requested rate increase were due to increases in the cost of fuel, purchased power expenses and modest increases in operating, maintenance, and administration expenses.
Starting September 1, 2022, an average residential customer using 625 kWh of electricity each month will incur an additional $7.00/month (3.4% electrical rate increase). Effective April 1, 2023, an additional $5.50/month (4.1% electrical rate increase). For commercial customers, there are several different rate categories depending on how much electricity they consume.

City of Saskatoon releases 2021 Annual Report

- consolidated operating revenues of $1.08 billion and operating expenses of $892.3 million resulting in a net surplus of $186.7 million
- a strengthened accumulated surplus from $4.6 billion to $4.8 billion, an increase of 4.0% over 2020’s figures
- a 2.95% increase in overall Reserves from $208.7 million to $270.4 million
- a year-end deficit for tax-based operations before the transfer from the fiscal stabilization Reserve of $1.1 million, the same operating deficit that was reported to City Council at its meeting on April 25, 2022
The City of Saskatoon has released its 2021 Annual Report to the public having received the opinion of the external auditor. Per The Cities Act, the 2021 Audited Financial Statements and Reports were presented to City Council for information on Monday, August 29, 2022. The Annual Report containing the consolidated financial statements is the legally required public report of the City's finances.
“The 2021 Annual Report highlights the City’s progress on major projects and initiatives by business line, our achievements and ongoing priorities as set out in the Multi-Year Business Plan and Budget, and the City's financial position at the end of 2021,” says Clae Hack, Chief Financial Officer.
“Against the ongoing challenges and the uncertainty of COVID-19 in 2021, we continued to find creative ways to be resilient and responsive in the delivery of our key civic services to the community,” says Hack. “We remain committed to ensuring residents receive value from the services and programs provided by local government, and from the investments made through their tax dollars.”

Committee ponders cart size options for curbside residential garbage collection

A pair of size options to collect residential garbage at single family households will be presented to the Standing Policy Committee on Environment, Utilities & Corporate Services (EUCS) at its meeting Tuesday, September 6. The options are part of a report preparing the City’s move to a variable garbage cart utility in January 2024.
A variable black cart utility is a rate-based program where residents pay fees for the volume of waste they dispose and the services they receive based on the size of their garbage cart.
“While people are free to choose whatever they want, the volume-based rate structure is designed to encourage residents to divert as much waste as possible away from the landfill,” says Brendan Lemke, Director of Water and Waste Operations. “Residents with the largest garbage carts pay more and those with the smallest pay less.”
The decision to fund both the garbage and organics services through payments on utility bills was approved October 18, 2021 by the Governance and Priorities Committee of City Council, at which time the Committee asked the Administration to evaluate the funding model and present options on timing, phase-in and affordability.
The two options up for discussion are:
“Moving to a volume-based cart program will give residents choice based on their waste needs and it’s one of many components under the City’s Waste Reduction and Diversion Strategy to meet our waste diversion goals,” Lemke says. “We recommend Option 1 to City Council because it increases the customer’s control over their costs and provides financial incentives for waste diversion at a lower overall investment.”

Starting Thursday, September 1, 2022, crews will begin pruning trees on civic property in Nutana West, Nutana Central and College Park East as part of the City’s Boulevard Tree Maintenance Program. Tree maintenance operations in these three neighbourhoods will continue until December 16, 2022.
The Boulevard Tree Maintenance Program follows a regular pruning cycle to help preserve the health of the City’s tree inventory, as well as to eliminate hazards and provide clearance from buildings, signs, streetlights and utility wires.
Tree maintenance often requires road restrictions. The City reminds pedestrians, cyclists and drivers to ensure safety is a priority by respecting the work zone and obeying all road restrictions and signage.

Winterization of park irrigation systems begins September 1

On September 1, City crews begin the annual winterization of the 480 irrigation systems in Saskatoon parks and along roadway streetscapes. Winterization is an important maintenance procedure to help ensure the longevity of the City’s irrigation infrastructure.
Irrigation winterization involves the use of large compressors that force air through the irrigation system, removing any residual water so it will not freeze within the underground pipes. The force of compressed air exiting through sprinkler heads may pick up and propel debris within the work zone.
To ensure public safety, residents are asked to follow all signage at work sites, and to stay clear of all sprinkler heads, compressor units and related winterization equipment in the parks during maintenance.

Year-round reduced speeds now in effect for School Zones and new Playground Zones

Saskatoon families may feel a stronger sense of safety in areas where their young children learn and play as changes to School Zones and new Playground Zones start tomorrow, September 1.
Speed limits in School Zones at elementary schools will be 30 km/h every day, all year from 7:00 a.m. to 7:00 p.m. Additionally, some school zone boundaries were adjusted and the reduced speed limit was removed from High School Zones. U-turns are still restricted at all schools between posted School Zone signs.
“Slowing from 50 km/h to 30 km/h where children play gives the driver more time to react, a wider field of vision and a chance to come to a complete stop sooner,” says Jay Magus, Director of Transportation. “Children are more vulnerable to severe injury in a crash than adults, so should a crash occur, it is less likely that it would have severe consequences at a reduced speed.”
Playground Zones are new in Saskatoon and require drivers to slow to 30 km/h as posted, when passing areas where children play. Where School and Playground Zone signs do not include a posted speed limit, treat the sign as a caution and pay close attention through the area.
Speed enforcement activities will be aligned with the new School Zone and Playground Zone effective hours.
“It’s critical for people to slow down in these areas where young children play and learn,” said Dale Solie, Inspector, Saskatoon Police Service. “Initially our focus will be to educate and raise awareness of the school zone and playground changes; however, enforcement will occur where necessary.”
Vehicle speed and pedestrian safety have been the top concerns of residents who participated in 77 Neighbourhood Traffic Reviews between 2013 and 2021, and many people felt that vulnerable people, such as children, were at risk of injury.
Following a city-wide speed limit review for residential streets in 2021, City Council approved changes to extend School Zones to year-round with longer hours and implement playground zones. Learn more at saskatoon.ca/speedlimit.

The Saskatoon Forestry Farm Park & Zoo (Zoo) is pleased to announce the arrival of the butterflies at the Prairie Butterfly House. Visitors to the Zoo can now see several butterflies fluttering around the new exhibit and will also have an opportunity to check out the emerging area where caterpillars form a chrysalis or pupa to rest and transform into an adult butterfly.
“We are thrilled to officially open the new Prairie Butterfly House,” says Jeff Mitchell, Zoo Manager. “The butterflies truly bring the exhibit to life, and we can’t wait for people to come and fully experience the beauty and tranquility of this new exhibit.”
In addition to the butterflies, interpretive signage has also been installed providing an opportunity for visitors to learn more about the many species of butterflies that will inhabit the space.

Council seeks public input on arena/event centre locations: artistic illustrations revealed

With artistic illustrations revealed Monday, the public has its first look at what a future event centre/arena could look like at either of two potential Downtown locations and now City Council wants to hear from residents, businesses and other community partners on the opportunities and challenges of those two potential sites.
“We have a chance to make decisions that will shape the downtown and the city for the next 50 years and beyond,” says Mayor Charlie Clark.
“The illustrations give people an idea of what the District could look like and how exciting and dynamic this will be. A lot of the design detail will still need to be worked out ultimately by architects, partners, and working with the community. These are simply possible concepts.”
Council approved at its August 29 meeting a report outlining a detailed technical study of potential Downtown locations for a new event centre/arena, which will become one of the key anchors of the future Downtown Event & Entertainment District.
Artistic illustrations of the two potential sites presented at the meeting are now available on the City website at saskatoon.ca/eventdistrict.
Five different site options for the Downtown event centre/arena were initially studied to determine if they were a suitable size for a modern event facility, with a capacity comparable to the existing SaskTel Centre. Sites determined to be too small were eliminated from further consideration, while the remaining sites were ranked in accordance with nine evaluation criteria. After thoroughly studying the evaluation criteria, two sites are considered viable options:
Council also approved an engagement plan which will start this week. Public engagement on the two locations was not possible until the Midtown north parking lot was available following lengthy real estate discussions.
“This was probably the most complex land negotiations in the City’s history,” says Dan Willems, Director of Technical Services. “Engaging prior to the conclusion of negotiations would have significantly reduced the opportunity for the City to secure conditional purchase agreements within a competitive market price range.”

This engagement method reflects the “consult level” of the International Association for Public Participation using a qualitative approach. Results will be shared publicly and presented to City Council in November to be considered as part of the final decision on the location for the future event centre/arena site.
The event centre/arena site and surrounding area, will be developed as a shared public space where everyone feels comfortable and welcome. Coupled with a convention centre, it will act as an anchor for the rest of the District development. The future Bus Rapid Transit (BRT) system will connect the District to the entire city, boosting revitalization of the Downtown.
The District will also be a destination and gathering place for all of Saskatchewan and beyond.
"We already know that many more people travel from outside Saskatoon for concerts and events, and we want to continue to offer those events and opportunities for all of us to enjoy well into the future,” says Councillor Troy Davies, co-chair, Downtown Event & Entertainment District Advisory Group. “This will be a game changer for Saskatoon and the province -- we are building this facility for our kids and grandkids.”
By offering residents and visitors a gathering place for entertainment and events, with a variety of restaurants, venues, shopping and nightlife, Saskatoon’s Downtown will become an economic driver for the city and the province.
The creation of a successful District will have significant benefits for Saskatoon — a new Downtown event centre/arena, a new or enhanced convention centre, and the future BRT are the key public infrastructure investments that will drive further investment in the Downtown area, Saskatoon, and Saskatchewan -- helping businesses attract the workforce and talent they demand.
Following further engagement and consultation with elders and community partners, the area would be developed sustainably with Indigenous placemaking a focus.

Saskatoon residents invited to weigh in on shared electric scooter (e-scooter) program

After considering feedback from meetings with various stakeholder groups, early public feedback, and consultation with other municipalities who have explored or implemented similar programs in their city, a draft shared e-scooter framework is now available for public feedback.
The framework will be instrumental in how the City moves forward as it considers inviting shared e-scooter vendors to operate in Saskatoon for a 2-year pilot project.
City staff are inviting residents to join us for a pop-up engagement at the River Landing Amphitheatre on September 8 from 3:00 p.m. to 7:00 p.m. to explain the draft framework, proposed pilot project and what is envisioned for a shared e-scooter program in Saskatoon.
Additionally, the Government of Saskatchewan is considering legislative changes to allow e-scooters to operate on public streets. Some of the changes being considered are a minimum age to ride between 14-16 years old, mandatory helmets for riders, and a maximum speed of between 20 and 32 km/h.
A standing e-scooter is a micro-mobility vehicle powered by a small electric motor. These devices do not have a seat or pedals, and the rider stands on a center floorboard to balance. Many cities in North America have shared e-scooter programs as the popularity of this mode of transportation is growing.

P4G Planning District - Virtual engagement on the South East Concept Plan to take place August 29th – September 12th, 2022

The Rural Municipality (RM) of Corman Park and the City of Saskatoon (City) are inviting residents to participate in a virtual open house for the South East Concept Plan (SECP). The virtual open house will take place August 29th to September 12th through the website southeastconceptplan.ca.
The SECP will identify land uses, servicing, financing and phasing strategies that will enable development in a key area of the Saskatoon North Partnership for Growth (P4G) Planning District. The SECP study area includes lands that in the RM south of Saskatoon between Highways 11 and 16, as well as land within the Grasswood area west of Highway 11. Both future rural and urban growth areas are proposed for the study area, identifying where additional development is expected in the short term, interim and long term, as the region reaches a projected population of 1 million. The partnering municipalities are working with the consulting firm Urban Systems Ltd. to complete the planning, engagement and engineering work required for the SECP, and anticipate the project will be completed in the fall of 2022.
Urban Systems will host a virtual project update and provide the opportunity to ask questions and offer feedback as the project team finalizes their work. The purpose of this engagement is to provide an opportunity for landowners, rights holders, stakeholders and the public to review the draft SECP and provide their feedback. 1st Avenue will have road closures on Monday, August 29 for roadway work. Detours will be in place guiding motorists around these work zones. Each project is expected to take one day to complete, weather permitting and barring any unforeseen circumstances.

#ActOnReconciliation by saving the date for the rescheduled Rock Your Roots Walk for Reconciliation

- The Rock Your Roots Walk for Reconciliation has been rescheduled for September 30 following the cancellation on June 21 due to extreme weather. The event is put on by Reconciliation Saskatoon, which the City of Saskatoon co-chairs along with the Office of the Treaty Commissioner. The event responds to the Truth and Reconciliation Commission (TRC) of Canada's Calls to Action by demonstrating a commitment to Reconciliation, honouring Residential School Survivors, and continuing work towards an inclusive community. - Help build awareness for Reconciliation by joining the online conversation using hashtag #ActOnReconciliation.
Following the first National Day for Truth and Reconciliation (NDTR) on September 30, 2021, the Saskatoon Tribal Council has initiated a campaign called #ActOnReconciliation. It’s intended to harness the momentum of NDTR and Orange Shirt Day (also September 30) and keep Reconciliation top of mind all year long. The campaign calls for action and awareness on the last Friday of each month in 2022.
The City is supporting the #ActOnReconciliation campaign by highlighting Reconciliation actions and activities. As well, to further heighten awareness, the City will apply an orange filter to their social media accounts and light the following civic facilities in orange: City Hall, the City’s Prairie Wind art installation outside the Remai Modern, and SaskTel Centre.
