City recognizes National Day of Remembrance & Action on Violence Against Women on December 6

The City recognizes Dec. 6 as the National Day of Remembrance & Action on Violence Against Women. On Dec. 6, 1989, 14 women were brutally gunned down by a shooter who said he was “fighting feminism” at Polytechnique Montréal post-secondary school. This violent act of misogyny led to the day’s annual designation in Canada.
This day is about supporting those who have experienced gender-based violence and honouring those we’ve lost to it. It’s also a time to take action.
The City is asking employees to wear a moose hide pin on Dec. 6 as a way to initiate conversations on harmful words and behaviours that contribute to gender-based violence. These pins – which demonstrate a commitment to honour, respect, and protect women and girls – have been made available as part of the national Moose Hide Campaign. Why a moose hide pin? We’re promoting the Moose Hide Campaign in acknowledgment of the disproportionate gender-based violence against Indigenous women and girls and Two Spirit persons in our local community. Everyone that wears a pin is urged to tell 5 other people what it signifies. Sparking these conversations is an important part of addressing these issues.
On Dec. 6, we remember those we’ve lost and affirm a commitment to end misogyny—the hatred of, contempt for, and prejudice against women and girls. We call on all residents of Saskatoon to speak up against words and actions that are harmful. The flags in Civic Square (south lawn of City Hall) will be lowered on this day to remember the Polytechnique Montréal women and to honour all victims of gender-based violence.

Council approves 2024/2025 Budget - support for core services, roads, transit, public safety & community well-being

- $72 million in 2024 and $78 million in 2025, the largest ever investment in the City’s Roadway Maintenance and Rehabilitation Programs, this includes the Road Maintenance, Bridges and Transportation Service Lines.
- $10.5 million in 2024 and $11.1 million in 2025, the largest ever investment in the City’s Facility Maintenance Program to preserve and protect our assets.
- Investment in two new Firehalls to address emergency response to expanding neighbourhoods.
- Opening of the City’s Material Recovery Centre, a major achievement for Saskatoon in working toward our 70% waste diversion goal
- Increased funding for Fire, Parks, Street Lighting, Sidewalks, and Transit, to help address public safety, protection, and servicing needs within Saskatoon, one of the fastest growing and diverse cities in Canada
- $161.6 million for Land Development including arterial roads, primary water mains and parks
- $151.1 million for Transit Implementation Plan (Bus Rapid Transit)
- 51.3 million for Saskatoon Transit bus replacement
- $4.1 million for Parks Upgrades, Enhancement and Repairs
- $2.0 million for the design of a new White Buffalo Youth Lodge

- $100,000 in 2024, for the Road Safety Audit Program, to enhance and support in-depth traffic safety analysis of high collision/problematic intersections and with consideration of all roadway users within Saskatoon
- $34,000 in 2024, to enhance the service level for Snow Removal within School Zone drop off and pick up areas
- $5,000 in 2024, for the continuation of the City’s Public Wi-Fi Pilot Program, with a goal to eventually expand the City’s fiber network in future years
Saskatoon City Council has approved the City of Saskatoon’s 2024/2025 Multi-Year Business Plan and Budget after working hard to review the budget line by line and making tough decisions throughout its final budget review this week. Council’s prior approved 2024/2025 budget adjustments and those made over the four days of budget deliberations this week shaved the City’s funding gap by nearly $40 million. City Council remained dedicated to finding a balance between maintaining current service levels, providing for community well-being, and minimizing the impact on taxpayers. Council also weighed its final budget decisions against the vision and priorities’ set within the City’s 2022-2025 Strategic Plan.
The approved 2024 and 2025 budgets are forward focused, with aligned funding to directly support the delivery of core services, promote growth for the community, maintain quality of life and importantly, adequately fund public safety and protection, infrastructure, and sustainability to keep Saskatoon moving forward with momentum.
"This year’s budget presented unique challenges in navigating record-high inflation rates, ongoing pandemic impacts, and the pressures of providing services in a city that’s experiencing record population growth," says Mayor Charlie Clark.
“Council made big changes to reduce the funding gap by $39 million and bring down the property tax increase. The City budget is about more than just reducing the tax increase, it is also about ensuring we are investing in building a vibrant city that provides great quality of life to residents. This budget strikes that balance and I’m grateful for all of the work that went into getting us there."
Over 76% of the City’s overall budget is dedicated to core services residents rely on every day including Police, Transportation, Fire, Transit, Recreation, Water and Waste Water, and the Corporate Support such as IT, HR, Finance and Supply Chain Management required to support City operations. The goal of City staff and Council is to create a multi-year budget that balances the cost of providing City services with the available financial resources.
2024/2025 Approved Budget Highlights:
2024/2025 Capital Budget Investments: Capital budget funding maintains the infrastructure we currently have and builds out new infrastructure to benefit Saskatoon residents as the city continues to grow. The capital budget is $383.2 million in 2024 and $405.9 million in 2025. Notable capital budget investments include:
Investments in Protection & Safety to Address Changing Community Needs:
City Council approved the Saskatoon Police Service budget which included resources to address the growth of the city, and the increase in calls for service with the addition of an additional 14 FTEs in 2024 and 10 FTEs in 2025. This includes additional Alternative Response Officers.
Saskatoon Police Service 2024 Expense Change = $8,052,000 and Revenue increase of $182,800 for a net budget increase of $7,869,200
Saskatoon Police Service 2025 Expense Change = $6,982,700 and Revenue increase of $133,900 for a net budget increase of $6,848,800
To meet the fire protection needs for of a growing city with expanding new neighborhoods, Council approved Saskatoon Fire Department’s operating expenditures with a total of $61,953,200 in 2024, and $64,176,500 in 2025. (Increases of $4,331,600 (7.5%) in 2024 and $2,223,300 (3.6%) in 2025.)
Council also approved Saskatoon Fire Department’s Capital Budget with $3,971,000 in 2024 and $16,776,000 in 2025 in funded capital projects, including:

Addressing the City’s First Climate Budget for a Sustainable Future:
The 2024/2025 Budget cycle presented the City’s first Climate Budget which highlighted recent progress made on climate action and summarized the City’s funded and unfunded projects to reduce greenhouse gas emissions.
“City Council was able to make fully informed decisions throughout the process, and carefully invested in the changing needs of our fast-growing and diverse community, while being mindful of the current economic climate,” says Jeff Jorgenson, City Manager.
“Administration will now faithfully execute and undertake City Council’s budget direction in delivering quality services and programs to the residents we proudly serve. The 2024/2025 multi-year budget sets the City up for continued success as a leader in the renewal, maintenance and expansion of our infrastructure assets, and in providing for a great quality of life in Saskatoon today - and for the future.”
Changes to Rates and Fees:
In order to meet the current and future needs of the City and residents, an overall average rate increase for water, wastewater and infrastructure levy of 4.6% was approved in 2024 and 5.4% in 2025. The rate increase is expected to generate a revenue increase of $8.79 million and $10.29 million, respectively, to ensure the utility is fully cost recovered. This translates into an additional $5.32 per month in 2024 and $7.14 per month in 2025 for the average homeowner.
2024/2025 Approved Recreation and Culture Rates and Fees
Indoor Leisure Centre general admission fees will increase by 1% in 2024 and 1% in 2025. As an example, adult General Admission will increase from $10.25 to $10.40 in 2024 and $10.50 in 2025. The adult Monthly LeisureCard will increase from $52.00 to $57.20 in 2024, and $63.00 in 2025.
Council’s approved 2024/2025 Budget investments translate into property tax rates of 6.04% and 5.64% for 2024 and 2025 respectively. In general terms, a homeowner with a single-family detached home with an average assessed value of $344,000 would have a municipal property tax increase of $10.47 per month or $125.62 per year in 2024, and $10.37 per month or $124.41 per year in 2025. In 2024, 1% of property tax equates to $2.92 million. The 2024/2025 property tax rates will provide $35.2 million in additional funding to balance the budget and fully fund City Council’s directed service levels over the next two years.
In 2025, per the City’s Multi-Year Business Plan and Budget Policy, City Council will have the flexibility to make any necessary budgetary adjustments or corrections to respond to events or circumstances requiring funding or resource adjustments since the budget was first approved.

Saskatoon Emergency Management Operations (EMO) will conduct a scheduled notifynow test on Tuesday, December 5, 2023, after 1:30 p.m. The message will specifically indicate that it is a test and does not require any action from the public.
notifynow is the City of Saskatoon’s public safety alert program used to notify the public in real-time of a safety situation where they need to take action. notifynow alerts are issued when there is an impending, escalating or occurring emergency in the city and immediate action needs to be taken. The system uses listed phone numbers and associated addresses from the public White Pages to send out alerts. Residents can also sign up to notifynow to receive a message via their preferred communication method.

Residents are strongly encouraged to create an account and provide accurate contact information to successfully receive messages. It is important for residents to review and update their notifynow profiles regularly to make sure phone numbers and addresses are current.

Registrations for private and semi-private swim lessons will open on Monday, December 4. Registrations are accepted by phone only. Call the Leisure Centre you are interested in taking lessons at to register.
Opening night for registration is very busy, and the City sincerely thanks residents for their patience. While additional online and telephone resources are in place to make the process run as smoothly as possible, there will be many people registering at once.
Here are some tips to help you prepare for a smooth registration:
Several changes have been made to Leisure Online to optimize the site on registration night. From 5:45 p.m. to 6:30 p.m. on Sunday, December 3, access to view drop-in programs will be disabled. Only the registered program section will be available at that time. Images will also be removed from the registered programs page to improve the load time of the page when a high volume of users are on the site at the same time.
The Winter Leisure Guide, which is Saskatoon’s go-to source for fitness programs, recreational activities and arts and culture opportunities for all ages and abilities, was released on November 17. It is available online at saskatoon.ca/leisureguide or for pick up at any City leisure facility, Saskatoon library or over 120 retail locations throughout Saskatoon and limited surrounding areas that the StarPhoenix is sold.

Catch the holiday spirit with the Jingle Bell Express - Route 1225

The all-in-one shopping experience is back for a seventh year! Ride to all the malls this holiday season by taking the Jingle Bell Express–Route 1225!
Starting December 2, Saskatoon Transit will offer this service on weekends throughout the month, and again with free fare on Boxing Day. Two buses will run in opposite directions between Saskatoon's five malls–Midtown, Confederation, Lawson Heights, Centre and Market.
“The Jingle Bell Express is a great way for riders to get their holiday shopping done, travel to work along the route, or experience the bus to new locations. This festive service provides convenient and hassle-free travel without the stress or frustration of winter driving and full parking lots,” says Cory Shrigley, Customer Service Manager, Saskatoon Transit.
Saskatoon Transit's Route 1225 buses will display a "Jingle Bell Express" message when in service, play holiday music, and be festively decorated.

City of Saskatoon celebrates construction of more than 5 km of new sidewalks

Good news, Saskatoon! The City has built over 5.3 km of brand-new sidewalks throughout our community in 2023!
Expanding the sidewalk network supports the Active Transportation Plan goals of creating more places for walking, safer walking and making walking a more convenient and attractive choice for moving around.
The Sidewalk Infill Program focusses on eliminating gaps in the existing sidewalk network by completing the design and construction of new sidewalks adjacent to existing arterials, collectors and local streets.
$5 million in federal funding from the Investing in Canada Infrastructure Program (ICIP) has supported the project, helping to reduce pollution, build vibrant, inclusive and strong neighbourhoods and provide access to clean, modern services for families.
This move toward better infrastructure isn't just about sidewalks; it's about building a greener, more connected and resilient city for everyone. Let's step forward together towards a brighter, more accessible future!
City recognizes International Day of Persons with Disabilities

The City celebrates the contributions to our community from individuals living with differing abilities (disabilities) on December 3, the International Day of Persons with Disabilities. Persons with disabilities add to the richness and diversity of our community and bring unique perspectives and strengths that benefit us all.
Some disabilities are visible—such as someone that uses a mobility aid like a wheelchair. Other disabilities are invisible—as can be the case with learning disabilities, autism spectrum disorder (ASD), multiple sclerosis, chronic pain, or a brain injury. It’s important that we create and maintain a community that provides the supports and inclusivity that makes every resident feel valued and welcome regardless of differing abilities.
The City’s 2022-25 Strategic Plan outlines the City’s commitment in the area of Reconciliation, Equity, Diversity, Inclusion (REDI). City Council is prioritizing work to foster meaningful organizational and policy change to help extinguish all types of systemic barriers the kind experienced by people with disabilities. There is work to be done in communities everywhere to correct a history of “ableism” (discrimination of differently abled individuals) and to create equal opportunities for every person.
On Dec. 3, the City calls on Saskatoon employers and organizations to recognize the value and unique contributions of persons with visible and invisible disabilities, and to initiate conversations about inclusion in the workplace that centre the voices of persons with lived experience.
The International Day of Persons with Disabilities was established in 1992 at the United National General Assembly.

New addition to West Central Multi-Use Corridor completed

Construction of a section of the West-Central Multi-Use Corridor has been completed, providing safer and more accessible travel as part of Saskatoon’s Active Transportation Plan.
Connecting 20th Street to Avenue Q, this pathway is a game-changer for people walking or riding their bicycles, improving safety and facilitating easy movement through the Pleasant Hill, Riversdale and West Industrial neighborhoods.
The WCMUC began with a proposed 3 km multi-use pathway adjacent to the CP tracks from Idylwyld Drive to Avenue W South, which was approved by City Council in 2013. Construction of the section between Idylwyld Drive and 22nd Street West was completed in 2020.
The Active Transportation Plan will improve options for moving around Saskatoon, whether it’s by walking, biking, e-scooter or other forms of active transportation. The plan will help shape changes in infrastructure and support programs that will encourage all of us to use active forms of transportation more often.

Saskatoon Fire Department urges caution around bodies of water

- Call 911 immediately to report the incident, noting details about the individual, time, and situation.
- Keep track of recognizable landmarks around the area where the individual was first seen in distress in the water.
- Coach the individual from the shore edge. Tell them to stay calm, keep their head above water, and move with the current to work their way to the shore edge.
- Do not try to rescue the person. Attempting a rescue without the proper equipment can quickly lead to a second person in need of rescue.
The Saskatoon Fire Department (SFD) urges residents to prioritize safety and exercise caution around the river, storm ponds and other bodies of water. As the weather continues to sporadically warm and cool, ice conditions are constantly changing. Water may appear frozen, but it does not mean it is safe.
Natural conditions of the river such as currents and unseen hazards make the ice on the river unstable and unpredictable. It is never safe to walk on the river’s ice. Keep a safe distance away from the river’s edge and be mindful to avoid slips and falls.
SFD monitors ice thickness at storm water retention ponds around the city to verify their safety and integrity for recreational use. The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational activities. Currently, none of Saskatoon’s storm ponds have reached this measurement. Residents are asked to remain off storm pond ice surfaces until signage indicates the pond is safe to use.
Residents are also reminded to keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to any body of water.

Council boosts potential city-wide housing opportunities following Housing Accelerator Fund approvals

Propose a zoning bylaw amendment that aligns with the HAF requirements to allow up to four residential units on a property in a residential zoning district and as long as development standard and conditions such as the lot size, sewer and water infrastructure can accommodate it, with a report back to a Public Hearing in the first quarter of 2024;

Propose a zoning bylaw amendment that would permit four storey multiple-unit development within 800 metres of the bus rapid transit system corridors, with appropriate development standards, including servicing capacity and report back to a Public Hearing in the second quarter of 2024;
-
Propose a zoning bylaw amendment that removes parking requirements from areas that are within the defined Corridor Areas and report back to a Public Hearing in the first quarter of 2024; and, that this motion be forwarded to the Standing Policy Committee on Planning, Development and Community Services, as part of the ‘Options for Review of Minimum Parking Regulations’ being considered at the December 6, 2023 meeting; and

Work with the University of Saskatchewan to increase density and create opportunities for student housing in the College Quarter.
In addition, Council has requested that Administration report back on options to protect the character of neighbourhoods, in time for the public hearing in the second quarter of 2024.
City Council today took the first steps toward more housing opportunities to encourage greater density near transit corridors. During a continuation of City Council’s Regular Business Meeting November 23, 2023, motions were approved to support Saskatoon’s application to the federal Housing Accelerator Fund (HAF). The City will now provide a formal response confirming the amendments to the federal government.
“This is a generational shift in what housing looks like, More people will have access to stable and affordable housing, with walkable services and access to public transit and active transportation opportunities.” says Lesley Anderson, Director of Planning and Development. “The City had already started working on accommodating more people living in these areas years ago through its Corridor Planning Program, which is looking at how to make Saskatoon’s major transportation corridors into livable places. The HAF program is an extension of this, not a complete shift in the work we have already been doing.”
With approval of these amendments, Council has directed the Administration to:
“Not just Saskatoon, but major cities across Canada, have been negotiating Housing Accelerator Fund applications with the federal government to help address housing affordability and access,” says Anderson. “Approval of our application could potentially provide tens of millions of dollars to increase the city’s housing supply, including affordable housing with a focus on the areas of Saskatoon near transit corridors.”
Following the federal government’s receipt of the City’s formal response, finalization of the contribution agreement and a formal public announcement will be planned, along with more detailed next steps including plans for public consultation.

City makes Veteran Parking Project permanent

Following City Council approval on November 22, on-street parking in Saskatoon's pay parking zones will continue to be free for Saskatchewan veterans with SGI-issued veteran licence plates within the posted time restrictions on a permanent basis.
Council approval came following a one-year pilot project that evaluated the impacts of a program on parking revenue, parking supply and usage. User feedback was also collected from stakeholders and it was found that impacts of a program modification would be minimal and that the pilot was well-received by users.
”Through stakeholder engagement and research, it was found that amendments to the existing program could be made to provide a simplified and improved process for veteran parking similar to other cities that are offering Veteran parking programs” says Matt Grazier, Director of Community Standards. “This is a program that we are pleased to offer as a small ‘thank you’ to Saskatchewan Veterans for their service to our city, province, and country.”
Veterans who qualified under the previous City of Saskatoon Veteran Parking Program still qualify under the new program. This program applies for on-street pay parking zones only and does not include public or private parking lots.

The City of Saskatoon is pleased to announce $200,000 funding from the Government of Canada under the Active Transportation Fund to support the implementation of its Active Transportation Plan. The Active Transportation Plan aims to provide more choices to move around Saskatoon by addressing infrastructure for cycling, walking and other modes of active transportation.
“Residents of Saskatoon increasingly walk, bike, drive or use public transportation to get to their destinations. Our government is investing in these projects to ensure their commutes are safe and pleasant, and to encourage more people to take up active transportation. It is good for our health and for our environment,” says the Honourable Dominic LeBlanc, Minister of Intergovernmental Affairs, Infrastructure and Communities.
“This funding focuses on planning and education projects, which supports the goals of the Active Transportation Plan to have more places for walking and cycling safely, to build a culture for active transportation, and to encourage more people to walk and ride a bike,” says Jay Magus, Director of Transportation.
The funding is divided between four active transportation projects, with $50,000 allocated for each:
“We continuously invest in making Saskatoon a great place to live. Providing active transportation options is one of many ways we are working to support our residents," says Magus.

Zoo animals prepare for cooler temperatures

Over the next several weeks, visitors to the Saskatoon Forestry Farm Park & Zoo (Zoo) will start to see the Zoo animals preparing for the cooler winter temperatures ahead. Many species including the snow leopard, lynx, bobcats, bison and caribou thrive in cooler temperatures thanks to some very cool natural adaptations.
“Caribou are well adapted to life in cold climates,” says Jeff Mitchell, Zoo Manager. “The herd at the Zoo is already working on developing their dense undercoat made up of ultra-fine fur and a longer overcoat of hollow guard hairs that will keep them warm throughout the winter. Caribou also have large, sharp hooves that act like snowshoes allowing them to walk on top of the snow.”
Other animals like the grizzly bears and prairie dogs, are getting ready to sleep away the cold winter days.
“Mistaya and Koda have started making their beds so to speak,” says Mitchell. “You might see the bears combing through the extra straw and leaves the zookeepers have placed throughout their habitat. Mistaya and Koda like to carefully select each leaf and piece of straw, only taking the best of the best back to their den to make their bed.”
Dingoes Maple and Euci will soon be off-exhibit as the cool weather settles in. While the dingoes love to play in the snow for brief periods of time, they will be spending most of their time in their indoor habitat in favour of warmer temperatures.

New home energy retrofit financing for Saskatoon

Helping Canadians upgrade their homes to be more energy-efficient fights climate change, creates good jobs and helps save on monthly bills.
The Honourable Dan Vandal, Minister of Northern Affairs, Minister for PrairiesCan, and Minister for CanNor, on behalf of the Honourable Jonathan Wilkinson, Minister of Natural Resources, and Mairin Loewen, member of the Board of Directors of the Federation of Canadian Municipalities and councillor at the City of Saskatoon, today announced a $11.1-million investment through the Community Efficiency Financing (CEF) initiative to help implement a home energy retrofit financing program in the City of Saskatoon.
The Saskatoon Home Energy Loan Program is the first Property Assessed Clean Energy (PACE) program in the province, designed to support retrofits for single-family homes by allowing repayment of loans through the property tax system. The program will provide financing for homeowners to undertake a range of measures, including energy efficiency upgrades, renewable energy installations, water conservation measures, electric vehicle (EV) charging stations, and battery storage technology.
The program includes further support for low-income households: waiving its fixed administrative fee, providing certain services and equipment upgrades free of charge, and offering additional rebates. Through its partnership with SaskPower, the city will further support low-income participation in the existing Energy Assistance Program, which offers energy coaching and low-cost upgrades specifically to low-income households. Additionally, the program will encourage Indigenous businesses to participate in the pre-vetted qualified contractor list for the program.
The implementation of the Saskatoon Home Energy Loan Program follows a successful feasibility study, which received a $102,750 grant through the Green Municipal Fund’s (GMF) Community Efficiency Financing initiative to explore various program options and design a PACE residential financing program. The first intake of the loan program was extremely popular and now has a waitlist. The city will consider additional enhancements to the program to better serve homeowners.
The Community Efficiency Financing initiative is offered through the Green Municipal Fund (GMF) delivered by FCM and funded by the Government of Canada. CEF helps communities of all sizes implement innovative local financing programs that directly help homeowners cut their greenhouse gas emissions, make their homes more energy-efficient, comfortable and affordable, while creating local jobs and keeping the local economy moving.
This initiative is one of the ways GMF continues to build on its 20-year record of supporting transformative environmental initiatives at the community level. The Government of Canada has invested $1.65 billion in the GMF since its inception, enabling municipalities to support projects like this that will leverage local resources to drive innovative solutions.

City of Saskatoon golf courses scheduled to close for the 2022 season

The City of Saskatoon’s three golf courses (Holiday Park, Silverwood, and Wildwood Golf Courses) are in the process of closing for the season to ensure the maintenance requirements can be completed before winter, and the courses are in good condition for 2023. The City would like to thank all patrons for their support this year.

All dates are tentative and dependent on weather conditions. Golfers are advised to call the golf course to check playing conditions.
