Development of City-Owned Properties
Initiative #9 of the Housing Action Plan is to develop City-Owned properties with a focus on increasing the supply of affordable housing across the city.
Four properties were offered for sale through an open market process, with criteria in the fall of 2025. The call for proposals closed on December 13, 2024. A report presented to the Standing Policy Committee on Planning, Development and Community Services on February 5, 2025 outlines the successful projects and incentives. See the tabs below for information on each property.

2401 Broadway Avenue
- This site is located at the corner of Ruth Street E and Broadway Ave.
- Proposed total number of units: 24 (all affordable units)
- Site being developed by: 102141070 SASKATCHEWAN LTD.
- This site is zoned R2 – Low Density Residential District 2. An application to rezone the property is required in order to permit multi-unit development. The rezoning led by the City of Saskatoon is required to facilitate the accepted proposal.

25 25th Street East
No proposals were received through the call for proposals in the fall of 2024. Information on this site will be provided through further reporting.
- The site is located on 25th Street E on the planned Link route.
- It is estimated that 50 to 125 dwelling units could be accommodated on this site.
- This site is zoned MX2 – Downtown Warehouse Mixed Use District.
- This site will be offered at a 50% market value discount.

231 23rd Street East & 155 3rd Avenue North
- The site is located at the corner of 3rd Avenue and 23rd Street in the city’s Downtown on the planned Link route.
- Proposed total number of units: 112 (all affordable units)
- Site being developed by: Saskatoon Open Door Society
- Amenities and Other Uses Include: Multi-use community space, administrative offices, meeting rooms, classrooms and a daycare.
- Support Services include: Settlement and integration services, social and emotional support, children and youth services, healthcare access, legal and financial support, education and training opportunities, food security programs, and cultural and recreational activities.
- This site is zoned B6 – Downtown Commercial District.

A portion of 1635 McKercher Drive (adjacent to Lakewood Civic Centre)
- The site is located at the corner of McKercher Drive and Heritage Crescent.
- Proposed total number of units: 120 (all affordable units)
- Site being developed by: SaskNative Rentals Inc. (Camponi Housing Corporation)
- Amenities and other uses included: Community garden, training space, common room, daycare, confectionary and offices.
- Support Services include: Camponi’s “Wrap Around Supports” program.
- This site is zoned M3 – General Institutional Service District.
- City Council approved the removal of the Municipal Reserve designation for a portion of the Lakewood Civic Centre site on August 28, 2024.
- The Community Garden has been relocated to its new location further east along Heritage Crescent and 'The Bond' statue has been relocated and placed on a new plinth (November 2024).
- Other site improvements will be completed in the future including replacing parking spaces and relocating the Lakewood Civic Centre sign.

Affordable Housing Incentives
Successful projects on the four City-owned land parcels are eligible for Affordable Housing Incentives. A report presented to the Standing Policy Committee on Planning, Development and Community Services on February 5, 2025 outlines the incentives for these sites.
