Residential Parking Program Permit Sales
Permits are available for purchase at City Hall during regular business hours (8 a.m. to 5 p.m., Monday to Friday, excluding statutory holidays). If you have questions regarding eligibility, contact Customer Service at revenue@saskatoon.ca or 306-975-2400.
Some residential areas in Saskatoon experience significant on-street parking congestion, usually generated by nearby businesses or institutions. The Residential Parking Program minimizes this congestion by limiting non-resident parking to a maximum amount of time.
Residential Parking Program (RPP) Permits
Eligible residents of an RPP zone can purchase a permit that allows them to park their vehicles near their homes beyond the posted time limit. Parking Enforcement regularly patrols RPP zones and tickets vehicles parked on the street beyond the posted time limit, if they do not have a valid permit displayed.
All other parking regulations, such as loading zones, bus stops and no parking areas must be obeyed by permit holders. Permitted vehicles may be parked on the street for no more than 72 hours before being moved.
Permits will only be issued to vehicles weighing less than 8,000 kg and measuring less than 6 metres.
By exception, residents can apply for a permit for larger recreational vehicles (i.e., motor home) but must adhere to the parking restrictions for such vehicles (i.e., parking up to 36 consecutive hours on a residential street after which it must be moved to an off-street location for at least 48 hours before parking on a residential street again).
Current RPP zones in Saskatoon:
- Caswell Hill (effective June 1 to May 31)
- City Park (effective May 1 to Apr 30)
- Varsity View (effective Sept 1 to Aug 31)
Limited Residential Parking Program (LRPP) Permits
Just like an RPP zone, maximum time limits are imposed for non-resident vehicles within an LRPP zone.
Unlike RPP zones, LRPP zones are not continuously patrolled by Parking Enforcement. Residents must contact Parking Enforcement at 306-975-8344 to report non-permitted vehicles that are parked beyond the posted time limit.

- J.J. Thiessen (effective Sept 1 to Aug 31)
- Pleasant Hill (effective June 1 to May 31)
- Riversdale (effective June 1 to May 31)
- South Caswell Hill (effective June 1 to May 31)
Permits, Fees & Eligibility
Residential Permit Fee
- $25.00/year plus applicable taxes.
- Prorated to $12.50 if purchased six months after the zone's permit renewal date.
- For residents of an RPP Zone.
- Valid within the designated RPP Zone.
- Not transferable between vehicles (i.e., permit is issued to a specific vehicle).
- No more than three residential parking permits shall be issued to a dwelling unit.
- No more than two residential parking permits shall be issued to a non-conforming multi-unit dwelling containing more than four units.
- Residents of non-conforming multi-unit dwellings are not eligible to purchase visitor or temporary parking permits.
- NOT FOR RESALE

- $15.00/year plus applicable taxes.
- For residents of an LRPP Zone.
- Valid within the designated LRPP Zone.
- Not transferable between vehicles (i.e., permit is issued to a specific vehicle).
- No more than three residential parking permits shall be issued to a dwelling unit.
- No more than two residential parking permits shall be issued to a non-conforming multi-unit dwelling containing more than four units.
- Residents of non-conforming multi-unit dwellings are not eligible to purchase visitor or temporary parking permits.

Visitor Permit Fee
- $5.00/year plus applicable taxes (in addition to a residential permit) or $25.00/year plus taxes if purchased in place of a resident permit.
- Prorated to $2.50 (or $12.50) if purchased six months after the zone's permit renewal date.
- For residents of a LRPP or RPP zone to provide to their visitors as needed.
- Transferable between vehicles.
- Limit one permit per residence.
- Parking restricted to block faces. Permit only valid on the applicant's block face, the block face opposite the applicant's residence and the block which faces to the left and right of the applicant's residence.
- Not available for residents who reside in multi-unit dwellings with more than four units. The manager of a multi-unit dwelling with more than four units can apply to receive up to three visitor permits for use by maintenance personnel only.
- NOT FOR RESALE
Temporary Permit Fee
- $1.00 per day plus applicable taxes.
- For short-term use by residents and non-residents.
- Valid only for the dates indicated on the permit.
- Parking restricted to block faces. Permit only valid on the applicant's block face, the block face opposite the applicant's residence and the block which faces to the left and right of the applicant's residence.
- NOT FOR RESALE
Permits are available for purchase at City Hall Corporate Revenue in the main lobby. City Hall is open from 8 a.m. to 5 p.m. Monday to Friday (excluding statutory holidays). All applicants are required to prove that they reside within an RPP or LRPP zone by providing a current driver's license and vehicle registration, along with any one of the following documents:
- Utility bill
- Phone/internet/cable bill
- Residence confirmation from landlord
- Lease agreement
Applicants of eligible non-conforming multi-unit dwellings must provide a letter from the landlord stating that the dwelling unit does not have an assigned off-street parking space. Residents of apartments or multi-unit dwellings can contact Customer Service at 306-975-2400 to find out if they are eligible.
If the resident is not the registered owner of the vehicle, but is the principal operator, the owner must sign an affidavit declaring they are the principal operator of the vehicle.
Persons driving corporate vehicles must provide proof of employment with, or ownership of, the corporation. Acceptable forms of documentation include: an employment contract, a letter on corporate letterhead signed by a company official, shareholder agreement or business card.

Report Abuse
If you suspect someone is parked in a RPP or LRPP Zone without the proper permits, please be respectful. Report the vehicle license plate number and location to Parking Enforcement at 306-975-8344 and they will investigate.
Establishing or Modifying a RPP or LRPP Zone
Eligibility
RPP zones must:
- Be in a predominantly residential area
- Have a shortage of on-street parking
- Consist of a minimum of 10 block faces
- Be supported by at least 70% of dwelling units on each block
- Be in close proximity to a high parking generator
LRPP zones must:
- Be in a predominantly residential area
- Have a shortage of on-street parking
- Be in close proximity to a publicly-owned hospital, a special care home, a secondary or post-secondary educational facility and/or a commerical property
- Be supported by at least 50% of dwelling units on each block

Zone Creation and Modification
The general process for establishing a RPP or LRPP zone is as follows:
- Residents submit a petition to Parking Services to have a RPP or LRPP zone established in their area.
- Parking Services conducts a parking study to verify the parking congestion and consider if an additional block should be considered in the boundary.
- If additional blocks are suggested to be included in the zone, the City will assist in petitioning the additional blocks.
- Based upon the result of the petitions and studies Parking Services will submit a report to City Council requesting approval of the new or expanded RPP or LRPP zone as appropriate.
- If approved, the RPP Bylaw is amended, signs are installed in the area, permits become available for purchase, and enforcement of the new zone begins.
If residents no longer want a RPP or LRPP zone in their area or wish to modify the time limits within their zone, they must submit a petition to Parking Services.
